Business Systems Analyst

About the role

We are seeking an experienced Senior Business Systems Analyst for a hybrid position in Sacramento, California, supporting large-scale IT initiatives for a government client.

Responsibilities

• Lead discovery sessions, stakeholder interviews, and cross-functional workshops to understand business objectives and operational needs.
• Document current-state business processes and workflows to identify opportunities for improvement.
• Perform gap analysis and design future-state workflows that align with strategic business goals.
• Create comprehensive business, functional, and non-functional requirements packages.
• Develop user stories, acceptance criteria, and requirements traceability matrices to support successful solution delivery.
• Translate complex business needs into clear, actionable technical requirements.
• Partner with business leaders, SMEs, and technical teams to drive process optimization and informed decision-making.

Requirements

• A minimum of five (5) years of experience applying analytical processes on IT projects valued at $2 million or more, including at least three (3) years in business systems analysis and design.
• At least three (3) years of progressively complex experience (including two (2) years in lead capacity) performing: Application triage and troubleshooting, Business requirements elicitation and documentation, Project management tasks.
• Two (2) or more years of recent experience as a business analyst, involving one or more of the following: Documentation development, Application requirements analysis, Business process analysis or re-engineering, Application testing or user training.
• Three (3) or more years of experience using requirements management tools, such as JIRA.
• Three (3) or more years of experience analyzing legislative mandates or regulatory changes and determining impacts on system requirements.
• Two (2) or more years of experience working with the California Department of Technology’s Project Approval Lifecycle (PAL) process, particularly in Stages 3 and 4, including preparing required documentation and artifacts.

Qualifications

A Bachelor’s degree from a recognized college or university.
