About the role
The Business & Proposal Development Analyst supports business development and proposal development activities across the organization. This role is ideal for a mid-level professional who thrives in a fast-paced federal contracting environment and can coordinate multiple priorities, maintain structured processes, and contribute to high-quality business development deliverables.
Job Duties
- Maintain proposal repositories, business development tools, templates, outlines, past performance materials, and standardized content.
- Support the development of proposal inputs, supporting documentation, compliance materials, and other business development deliverables.
- Edit and format proposal content for grammar, readability, consistency, effectiveness, and compliance with established standards.
- Support capture and business development teams by conducting market research, competitor research, customer research, and opportunity analysis.
- Aid in the development and execution of the Business Development Training Plan, including coordination of training materials and internal communications.
- Support process improvement initiatives by identifying opportunities to improve workflow efficiency, documentation, tools, and collaboration.

Required Qualifications
- Bachelor’s degree in business, communications, English, marketing, public administration, or a related field; equivalent relevant experience may be considered.
- Three or more years of experience supporting business development, federal contracting, proposal coordination, capture support, or related activities.
- Experience reviewing and interpreting federal solicitation documents, including RFIs, RFPs, SOWs, PWSs, and related acquisition materials.
- Familiarity with DoD acquisition environments, DoD RFIs, NAICS codes, contract types, and federal procurement processes.
- Knowledge of common federal contract types, including Firm-Fixed-Price, Time-and-Materials, Cost-Reimbursement, and Indefinite Delivery/Indefinite Quantity contracts.
- Experience using federal opportunity and market research tools such as SAM.gov, GovWin, or similar platforms.
- Strong organizational and project coordination skills, with the ability to manage multiple assignments and deadlines simultaneously.
- Strong written and verbal communication skills, including editing, formatting, and document quality review.
- Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and SharePoint.
- Familiarity with AI-enabled content generation tools and the ability to use them responsibly to support drafting, research, editing, and content development.
- Ability to work collaboratively with technical personnel, business development staff, corporate leadership, and cross-functional teams.
- Ability to obtain and maintain a security clearance, if required.
Preferred Qualifications
- Experience supporting DoD, Army, or other federal civilian opportunities.
- Experience maintaining proposal content libraries, past performance repositories, or business development knowledge bases.
- Familiarity with Shipley-based proposal practices or similar federal business development methodologies.
- Experience supporting proposal compliance reviews, color team reviews, or content development activities.
