Business Financial Manager: Research and Development Programs
Basic Qualifications
- Experience with the Advanced Research Projects Agency (ARPA) model, such as ARPA-H, DARPA, ARPA-E, IARPA
- Bachelor’s degree in accounting, finance, business administration, or related field
- 5+ years of experience in federal government financial management, preferably in a research and development environment
- Proven ability to build, manage, and track complex program budgets and funding justifications
- Experience with grants, contracts, cooperative agreements, and other funding mechanisms
- Strong understanding of federal financial regulations, accounting principles, and compliance requirements
- Proficiency with financial modeling tools and resource planning systems
- Excellent written and verbal communication skills for preparing reports, presentations, and correspondence
- Ability to obtain and maintain a Public Trust; U.S. citizenship or lawful permanent residency required
- Experience supporting science, technology, or healthcare-related programs in a federal or commercial environment
- Knowledge of the biomedical research and innovation ecosystem
- Familiarity with the Planning, Programming, Budgeting, and Execution (PPBE) process
- Ability to work effectively across diverse, multidisciplinary teams and with external partners
Responsibilities
Leverage expertise in financial management, program budgeting, and administrative coordination to help shape and execute complex, multi-year programs in science, technology, and healthcare innovation.
Collaborate with program managers, scientists, engineers, and operational staff to ensure budgets are developed, tracked, and executed effectively, while maintaining compliance with federal regulations and organizational policies.
Provide strategic financial insights, develop forecasts, monitor program performance, and deliver high-quality reports and presentations to support decision-making at all levels.
