About the role

This Business Finance Professional role sits within the Business Services Directorate (BSD) at PNNL, which provides financial, procurement, sales, and project management services to the Lab under its DOE management and operations contract. The position supports the Energy & Environment Directorate and may include special assignments aligned with BSD-wide goals. Onsite work is required a minimum of two days per week, with readiness to come onsite on short notice when working remotely.

Responsibilities

  • Oversee and implement business processes for assigned directorate(s), including financial forecasting, budgeting, business analysis, and performance assessment.
  • Perform trend analysis of financial indicators and communicate risk areas, performance assessments, and strategy impacts to senior management.
  • Validate directorate goals related to Sales, Business Volume, FTEs, and Net Income.
  • Manage the full funding cycle from proposal to project close-out, establish internal controls, and ensure compliance with accounting methods, government regulations, and internal policies.
  • Serve as a business interface to clients and other Battelle-managed laboratories.
  • Maintain, control, analyze, and develop complex financial/accounting records, reports, and systems.
  • Provide business advice and services to management and staff to ensure compliance with federal laws, regulations, policies, and good business practices.
  • Develop annual budgets and projections for overhead budgets, FTEs, and pool recovery; submit rate calculations and budgets for approval.
  • Analyze financial forecasts and trends; evaluate direct and indirect budgets and overhead recoveries; issue summary reports and recommend corrective actions.
  • Conduct monthly reviews of overhead costs, recoveries, and FTE performance; document rate revisions and budget adjustments.
  • Ensure financial transactions comply with accounting policies through reviews and approval of source documents.
  • Guide and train staff on financial policies, cost appropriateness, and charging guidelines; communicate procedural changes.
  • Lead special projects as assigned by Laboratory and BSD management.
  • Translate strategy into goals, solve complex problems with innovative solutions, identify opportunities and risks, and recommend strategic actions.
  • Ensure effective internal controls for assigned operations and manage cross-functional projects.

Qualifications

  • Minimum Qualifications: BS/BA and 5 years of relevant experience – OR – MS/MA or higher and 3 years of relevant experience.
  • Preferred Qualifications: Degree in Accounting, Finance, or Business Administration; working knowledge of PNNL financial/accounting systems; strong analytical and communication skills; familiarity with FAR, DEAR, Cost Accounting Standards, and PNNL Charging Guidelines; proficiency in Microsoft Access and Excel.
