About the Role

This full-time position in the Bureau of Watershed Protection and Restoration (BWPR) within the Department of Public Works serves as a key role managing technically complex stream and wetland restoration and stormwater projects from initiation through construction. The role requires expertise in water resources and ecological disciplines, including:

  • Nature-based, stream, and wetland restoration approaches
  • Design analysis and stormwater management
  • Surface water hydrology and hydraulic analysis
  • Floodplain management
  • Native plant community reestablishment and wildlife habitat restoration
  • Review of engineering and construction plans, specifications, and estimates
  • Coordination with regulatory agencies and public outreach
  • Easement acquisition and project permitting strategies
  • Procurement and contract management

The Senior Project Manager designation requires managing projects of any size and complexity, providing mentorship to staff, and assisting with management duties for the Engineer Manager.

Responsibilities

  • Manage the design of complex stream and wetland restoration capital projects to ensure completion on schedule and within budget.
  • Procure required consultant and construction management services, establishing performance expectations for quality, cost, and schedule controls.
  • Develop and monitor project schedules, budgets, and construction documents to ensure completeness and adherence to established priorities.
  • Maintain effective communication with project teams, consultants, and contractors.
  • Prepare capital budgets, cost estimates, and funding requests with supporting documentation.
  • Provide accurate and timely project status reports, including documentation for significant changes in cost, schedule, or quality.
  • Make written or oral presentations of project status to higher management and diverse stakeholders, including community organizations.
  • Provide technical assistance and mentorship to junior project managers and other County agencies on ecological restoration projects.
  • Review and recommend improvements to administrative and technical documents, policies, procedures, and engineering standards.
  • Assist in maintaining and revising working documents, such as the Design Manual and Standard Specifications and Details.
  • Serve on ad hoc technical review committees and provide well-thought-out recommendations.
  • Work outdoors regularly, including traversing steep grades, walking in streams, and navigating natural areas.

Requirements

  • Bachelor’s degree from an accredited four-year college or university in engineering or a related field (e.g., Environmental Engineering, Landscape Architecture, Fluvial Geomorphology, Environmental Science, Ecological Restoration, or Natural Resources Management).
  • Four or more years of technical experience in engineering or a related discipline.
  • Valid non-commercial Class C motor vehicle operator’s license.

Skills

  • Demonstrated experience in the design and implementation of stream and wetland restoration projects, riparian enhancements, and related aquatic restoration with a strong ecological focus.
  • Understanding of ecological and geomorphological processes influencing stream and wetland ecosystems in Anne Arundel County.
  • Extensive knowledge of environmental restoration and engineering principles, including capital project management, scope definition, contract requirements, cost estimation, budget analysis, and regulatory compliance.
  • Thorough knowledge of evaluating consultant capabilities, bid proposals, project costs, scheduling, construction project bidding, change orders, and contractual requirements.
  • Proficiency in written, oral, and electronic communications for project management, including concise and accurate reporting of technical details and construction status.
  • Ability to make effective technical presentations to diverse partners, including academic, local, state, federal, and non-governmental agencies, as well as community organizations.
  • Proficiency with Google Workspace and/or Microsoft Office software.
  • Knowledge of NPDES MS4 Permits and the Chesapeake Bay TMDL.
  • Knowledge of stormwater management laws, rules, and regulations in Maryland.
  • Excellent written and oral communication skills, with the ability to deal tactfully and effectively with people.

Preferred Qualifications

  • Extensive stream and wetland restoration design experience, taking projects from site identification through permitted site plans.
  • Experience obtaining local, state, and federal permits for stream and wetland restoration projects.
  • Construction oversight experience on stream and wetland restoration projects.
  • Experience delineating jurisdictional wetlands and familiarity with USACE Section 404/401 permitting processes.
  • Working knowledge of hydrologic/hydraulic modeling, water quality monitoring, and watershed and stream geomorphological assessments.
  • Experience working with property owners, commercial properties, and HOAs to obtain rights of entry and/or easements.
  • Experience organizing and implementing long-term monitoring and maintenance for stream and wetland restoration projects.
