About The Position

The County of Riverside, Department of Public Social Services (DPSS) is currently seeking a Administrative Analyst to fill a vacancy in the Administrative Services Division within the Management Reporting Unit. The Administrative Analyst will be responsible for program analysis, program reports development, and performing the lead role in development of the new automation projects. The ideal candidate must have extensive C-IV application knowledge; have an understanding of computer programming logic to facilitate discussions with the IT Department and compose specifications for the application; ability to coordinate cross-divisional analysis; and ability to back-up support for administration of the CDR application.

Responsibilities

  • Analyzes annual departmental budget requests; determines values of projected activities and programs in relation to proposed costs.
  • Makes recommendations to approve or disapprove proposed items based on services to be rendered.
  • Continuously renews expenditures, revenues, staffing, and operations of departments against approved budgeted items; examines and recommends on requests for transfers of funds.
  • Studies and recommends on departmental and interdepartmental operational and administrative problems, including policies, functions, organizational structure, work load, expense control physical facilities, and record keeping procedures involving forms and documents.
  • Studies statutory requirements relating to operations of assigned departments and recommends most effective means of compliance.
  • Conducts comparative surveys of costs, procedures, forms, equipment, and office systems and methods in other governmental agencies and in private firms.

Requirements

Education: Graduation from a recognized college with a degree in public or business administration or a related field; (Additional qualifying experience may be substituted for the education on a year-for-year basis.) Experience: Two years of progressively responsible experience in administrative analysis, budget analysis, or personnel analysis; Graduate work in public or business administration way be substituted for one year of the required experience on the basis of one year of education being equal to six months of experience.

Qualifications

  • Knowledge of: The principles and practices of governmental budgeting, including performance budgeting; knowledge of the principles of public administration and personnel management; knowledge of administrative and budget analysis techniques; knowledge of the principles and practices of public finance and governmental accounting; knowledge of laws relating to the financial administration of County government; knowledge of modern office methods and procedures; knowledge of the dynamics of staff-line relationships.
  • Ability to: Analyze and review complex budgets and financial practices of County departments; ability to apply statistical methods in the analysis of management methods and problems; ability to recognize problems and to develop effective solutions; ability to devise and effectively prepare and present reports and recommendations; ability to evaluate and edit reports and recommendations; ability to establish and maintain effective working relationships; ability to represent the County effectively; ability to negotiate with representatives of other agencies and private firms.

Skills

Class Concept: Under direction, to analyze and recommend upon departmental budget requests; to assist County departments and districts in budget preparation; to investigate, analyze, and report on operating procedures and problems in assigned departments; and to do other work as required. This is the journeyman level class in the Administrative Analyst series and has responsibility for the budget review of assigned County departments and districts. Incumbents perform assigned duties with a minimum of instruction and guidance.

MISCELLANEOUS RETIREMENT

The County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS). Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent. Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent. Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually. A new member is defined as any of the following: A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership.
