The position serves as a Budget Technician within the Veterans Health Administration (VHA) - Office of Research and Development (ORD) - VISN 10.
Specialized Experience
- Auditing, tracking, and monitoring of expenditures from funding sources;
- Working with contracting staff to establish, monitor, renew, and troubleshoot contracts to support investigator and program needs;
- Processing and tracking purchase documents, and providing updates regarding status of the purchase;
- Preparing budgetary and financial audit reports;
- Working closely with a variety of managers, staff, and customers to provide guidance, answer questions, and resolve budget conflicts.

Qualifications
- To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 07/22/2026.
- Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.
- Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g. - a memorandum from the manager - human resources director - or official documentation such as SF-52 - SF-50 documenting an official detail/assignments - or other comparable documentation).
Duties
- Assists in accounting, forecasting, and executing the Research budget;
- Performs a variety of budgetary, administrative, and statistical functions to determine funding program validity, form future budget needs, and provide written assessments to researchers;
- Tracks funds distribution, monitors costs and expenditures, reconciles commitments and obligations, identifies excess funds, and prepares reports projecting the use of available resources as well as maintaining accounting data in the Research Management System database;
- Enters budgetary data into a variety of forms, schedules, and reports, and recommends and adjusts when required;
- Prepares a variety of reports related to the status of funds, expenses, obligations, and workload;
- Serves as the Contracting Officer Technical Representative (COTR) for Research Service.
Physical Demands
- Work is sedentary - being performed for the most part while seated comfortably at a desk or table
- A moderate amount of standing and walking is required when attending meetings and conferences - and in visiting other offices and buildings throughout the facility
- Major Duties: Assists in accounting, forecasting, and executing the Research budget
