About the Role

ASRC Federal is seeking a Budget Analyst to support a federal government client located in Silver Spring, MD. The successful candidate will provide budget planning and execution support for NESDIS. This is a hybrid/remote position.

Responsibilities

  • Oversee budget execution for a portfolio of NESDIS programs, assisting in the preparation and/or review of annual budget requests to the Department of Commerce (DOC), Office of Management and Budget (OMB), and Congress.
  • Provide project management over the execution and performance of NOAA/NESDIS funding, as well as other legislation as assigned.
  • Apply standard project management practices to track cost, schedule, and scope of the activities funded, utilizing Gantt charts, SmartSheets, and Excel.
  • Review and track performance of funds against major milestones.
  • Review reports provided by the budget execution team to monitor funds within NESDIS, as well as funds transferred to NESDIS from other NOAA Line Offices.
  • Collaborate with NESDIS program offices to inquire about the timing and execution of funding.
  • Become adept at pulling reports from the NOAA financial systems, including the Enterprise Business Solution (EBS) and the Financial Management Data System (FMDS).
  • Summarize quantitative data for monthly commitment, obligation, and contract status reports as well as a variety of complex payment reports.
  • Assist in creating and maintaining the spreadsheets, tools, forms, templates, and instructions to support various monthly and quarterly meetings.
  • Work with various branches to ensure that the new and existing financial processes are understood and implemented correctly.
  • Analyze data to understand trends, forecast potential budget issues, and to plan and take corrective actions.
  • Provide analyses, assessments, and recommendations relating to financial management activities, among other duties as assigned.

Skills

  • Experience with Oracle based financial systems.
  • Understanding of the federal budget process.
  • Ability to transform data and findings into concise, user-friendly spreadsheets and into PowerPoint presentations.
  • Excellent oral presentation skills with the ability to brief findings and materials to management.
  • Ability to communicate effectively in group meetings, knowing when to speak up versus deferring to management.
  • Work proactively to anticipate management's questions and meet their needs before being asked.
  • Sift through large amounts of data and reports to find answers to management's questions in a timely manner.
  • Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests.
  • Knowing when to ask for help to be able to meet assigned deadlines.

Qualifications

  • Bachelor's Degree plus 5-7 years of experience in budget supporting a government agency or equivalent.
  • U.S. citizenship with ability to pass a government agency background check.
