About The Role Under the direction of the Budget Director, the Budget & Financial Analyst performs professional analytical and administrative work in support of the City’s operating and capital budgets, financial planning, forecasting, reporting, and performance management. Position Summary The Budget & Financial Analyst turns financial, operating, and organizational information into clear and practical analysis for the City management. The position works across budgets, payroll, staffing, capital planning, and departmental operations to identify trends, evaluate budgetary issues and support informed decision making. Assignments may involve incomplete and inconsistent information, requiring the Budget & Financial Analyst to evaluate available data, make reasonable assumptions, identify limitations, and communicate findings clearly. This is a growth position for a strong analyst and problem-solver. Essential Duties And Responsibilities Essential duties of the position include, but are not limited to, the following: Assist with the preparation, administration and monitoring of City’s operating and capital budgets.Analyze budgets, actual expenditures, revenues, payroll, overcome, staffing and other financial or operating information; prepare budget-to-actual and variance analyses; investigate unusual activity and significant departures from plan.Maintain revenue forecasting models and prepare projections to support budget development and long-range financial planning.Maintain the City’s budget database, ensuring the accuracy and integrity of budget information, and assist in the preparation, production, and distribution of the annual operating and capital budget book.Collect, clean, reconcile and analyze information from financial systems, payroll records, departmental files, and other sources; identify significant data issues and document assumptions and limitations as appropriate.Conduct research and benchmarking with municipal departments and peer communities to evaluate user fees, charges, and cost recovery practices, prepare analysis to update the City’s fee schedules and related policies.Create clear, repeatable models and reports that other staff can understand, update and use.Monitor and report on departmental and organizational Key Performance Indicators(KPI) in support of performance-based budgeting.Collaborate with Finance team and other City departments on special projects as assigned and make recommendations for improvement.Support the City’s financial transparency initiatives and maintain the City’s transparency portal.Perform other related duties as assigned. Minimum Entrance Qualifications Education and Experience: Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Data Analytics or similar field and one to three years of related professional experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Knowledge, Skills And Abilities Working familiarity with budgets and basic financial concepts. Specialized accounting expertise is not required.Demonstrated strength in quantitative analysis and practical problem-solving, including the ability to find patterns, test apparent conclusions and reach evidence-based answers.Strong working knowledge of Microsoft Office Suite, specifically Microsoft Excel, including formulas, lookups, data cleaning and multi-sheet analysis.Strong analytical, organizational, and problem-solving skills.Ability to work independently with minimal supervision. Preferred Qualifications Two to five years of experience in financial analysis, accounting, or governmental finance.Ability to prepare accurate financial analysis and forecasts.Experience with large messy or incomplete datasets, budget or cost analysis, forecasting or scenario modeling. Working Environment This is a full time, salaried exempt position. Core hours are in-person in an municipal office setting. Extended hours may be required during the annual fiscal year budget preparation process and other peak periods.
