Budget Analyst /Senior Budget Analyst

About the Role

The Budget Analyst/Senior Budget Analyst supports the Planning, Budget, and Analysis (PBA) Office by conducting budget and accounting reviews, performing reconciliations, and completing detailed financial analyses to ensure accuracy and integrity in reporting. This role prepares comprehensive financial reports and contributes to the development of both self-supporting and state budgets.

Working closely with departments, the Budget Analyst assists with position management, monitors assigned budgets throughout the fiscal year, ensures revenues and expenditures are recorded accurately, and supports compliance with institutional and regulatory requirements. The Senior Budget Analyst develops and balances state-appropriated annual operating budgets and non-appropriated institutional self-supporting budgets of significant size and complexity, leads analysis and reporting of budgetary status, and acts as a subject-matter expert on special projects.

Responsibilities

• Conduct budget and accounting reviews, reconciliations, and detailed financial analyses.
• Prepare comprehensive financial reports for self-supporting and state budgets.
• Monitor assigned budgets to ensure department and fund balances remain within available resources.
• Ensure accurate recording of revenues and expenditures.
• Support compliance with institutional and regulatory financial requirements.
• Assist departments with position management and provide data-driven insights for planning and decision-making.
• Develop and balance complex state-appropriated and self-supporting budgets (Senior Budget Analyst).
• Lead analysis and reporting of budgetary status (Senior Budget Analyst).
• Act as a subject-matter expert and lead special projects (Senior Budget Analyst).

Requirements

Budget Analyst

• Bachelor’s degree and two (2) years of related work experience; OR a Master’s degree and one (1) year of related work experience.
• Related experience in budgeting or financial management, including preparation, analysis, and presentation of financial data.

Senior Budget Analyst

• Bachelor’s degree and four (4) years of related work experience; OR a Master’s degree and two (2) years of related work experience.
• Related experience in a large public-sector environment (e.g., college, university, state budget office, city/county with a population over 200,000, or publicly traded company), including preparation, analysis, and presentation of financial data to senior management and external organizations.

Pay

Salary range: $60,000–$102,589, depending on position level (Budget Analyst: Comp Grade B; Senior Budget Analyst: Comp Grade C).
