About the role

This recruitment will establish Eligible Lists for both Budget Analyst and Senior Budget Analyst positions. Applications will be reviewed starting Monday, September 14, 2026.

Responsibilities

  • Budget Analyst:
    • Assist in preparing and administering the City's annual operating budget, five-year Capital Improvement Budget, and multi-year revenues/expenditures projections.
    • Analyze statistical and fiscal data to prepare schedules, tables, and narrative summaries for budget documents.
    • Support one or many City departments and funds, with assistance from supervisors or Senior Budget Analysts.
    • Perform work independently with periodic supervisor review.
    • Specialize in Forecast, Operations, Projects, or Reporting areas, with potential for reassignment based on office needs.
    • Develop and test Forecast system.
    • Train City staff on budget procedures and provide analysis of contingency requests, position costs, and operational issues.
    • Conduct timely analyses of centralized data models and prepare financial projections.
    • Review the accuracy of financial and budgetary system interfaces.
    • Produce reports for statutory requirements and other budget material adopted by the City Council.
  • Senior Budget Analyst:
    • Lead major budget processes in support of the City's budget preparation process and budget monitoring during the fiscal year.
    • Prepare the annual Executive Budget Plan document and develop training for City staff.
    • Provide analysis of contingency requests, position costs, and other operational issues.
    • Research, compile, analyze, and summarize multi-year CIP related data.
    • Compile, analyze, and summarize multi-year Lifecycle and Infrastructure plans, and manage projects in the City’s financial system.
    • Develop and test Forecast system.
    • Lead system reviews and testing for system or software upgrades and container releases for enterprise platforms.
    • Conduct timely analyses of centralized data models and prepare financial projections.
    • Review the accuracy of financial and budgetary system interfaces.
    • Produce reports for statutory requirements and other budget material adopted by the City Council.
    • Train City staff on financial structure, database training, financial analysis techniques, and general budgetary policy.
    • Lead projects and with other employees with minimal supervision.

Qualifications

  • Bachelor's Degree in Accounting, Finance, Data Analytics, Statistics, or closely related field.
  • Minimum of three years full-time, professional level employment in a related field.
  • Two years of City employment as a Budget Analyst, with successful completion of initial City probation.
  • Demonstrate the level of competency necessary to independently perform assigned tasks.
  • Knowledge of City financial practices and their application to daily situations.

Skills

  • Proficiency in Microsoft Excel, Access, SQL, or Power BI.
  • Ability to conduct statistical and fiscal data analysis.
  • Experience with forecasting and budget modeling.
  • Strong communication and training skills.
  • Ability to work independently and with minimal supervision.

  • Budget Analyst: $72,734.69 - $107,644.37 annually
  • Senior Budget Analyst: $84,195.07 - $124,603.65 annually
