Position Summary
Budget analysts are critical to the NRO's ability to deliver cutting‑edge technology and emerging capabilities to the Warfighter and Intelligence Community. Working across all NRO offices, they partner with contracting and technical counterparts to enable development and procurement of mission‑enabling systems while ensuring the necessary financial resources for mission success. Analysts analyze, distill, and transform financial, schedule, and performance data from multiple sources into products essential to program managers and NRO leadership, exercising core NRO financial processes such as congressional budget justification, funding management, and coordination with industry.
Responsibilities
- Perform work in all phases of budget administration, including formulation, execution, and presentation/justification of budget estimates.
- Develop program spend plans, create funding documents, monitor and analyze contractor performance, and provide assessments/recommendations to management.
- Prepare multi‑year program funding strategies consistent with cost estimates to support future budget requests.
- Effectively communicate analysis of issues, conduct research, and draft or coordinate recommendations to address budgetary challenges.
Requirements
- Highly desired: Bachelor’s degree in a related field (business, finance, etc.). A PhD qualifies for the GG‑11 level, or equivalent experience may be used.
- Experience with the federal budget process (budget execution, formulation, justification) and knowledge of related methods, procedures, and regulations.
- Proficiency using financial databases, systems, and spreadsheets for budget‑related tasks.
- Relevant experience acquired in public or private sector that demonstrates the competencies, knowledge, skills, and abilities needed for the duties described.
- Resume must reflect the required experience and adhere to the two‑page limit per OPM Memorandum “Merit Hiring Plan,” May 29 2025.
Additional Information
- Overtime may be required, including evenings, weekends, and/or holidays.
- Travel may be required on military or commercial aircraft for temporary duty assignments.
- Financial Disclosure: May be required to file an OGE Form 450 upon appointment and annually thereafter.
- DAWIA‑coded position: Must obtain appropriate certification within 24 months and maintain at least 80 continuous learning points every 24 months.
- DoW Financial Management Level III certification required; 24 months to achieve certification, with ongoing professional education thereafter.
- Geographic Mobility Agreement: May be subject to directed reassignment for mission effectiveness or career development.
- Information Assurance (IA): Must achieve appropriate IA certification within six months of assignment.
- Emergency Essential: Position may be deemed emergency essential, requiring readiness to meet all requirements.
- Full Performance level DCIPS position.
