Basic Eligibility

U.S. citizenship required. Must be able to obtain and maintain a TS/SCI security clearance. Subject to pre‑employment and periodic drug testing and polygraph examinations.

Who May Apply

Open to the public. Federal government employees must currently be at the GG‑7‑9 grade level and may only apply for a lateral reassignment at their current grade and step. This is not a promotion opportunity for current federal employees. External applicants only; current NRO Cadre employees should apply internally.

Where You Will Work

The position is located in Chantilly, VA 20151. Telework is not available; you must be able to work at the specified location.

What You Will Be Doing

  • Perform day‑to‑day control and management involving formulation, execution, and analysis of the organization’s budget and funding requirements.
  • Serve as the functional point of contact for daily budget/financial issues.
  • Prepare budget estimates and financial plans; review and formulate budget submissions.
  • Monitor obligations incurred and actual expenditures of funds during budget execution.
  • Provide advice, assistance, and guidance on budgeting; conduct analysis, review, and special studies of budget information.
  • Leverage financial tools and systems to plan, organize, and direct budget activities, ensuring compliance with legal and regulatory requirements.
  • Receive on‑the‑job training in federal budgeting, financial analysis for NRO decision‑makers, and formal development plans to progressively handle more complex assignments.
  • Participate in diverse training across mission areas, including acquisitions and enterprise support activities.

What You Need

  • Bachelor’s (GG‑07) or Master’s (GG‑09) degree in a related field such as Business, or equivalent qualifying experience.
  • Knowledge of standardized budget rules, procedures, and operations.
  • Ability to identify trends, develop courses of action, and maintain a positive budget program.
  • Problem‑solving skills for standard accounting/financial assignments and limited projects.
  • Capability to provide recommendations for solutions.
  • DoD Financial Management Level I certification (or ability to obtain within 24 months).
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements (obtain within 24 months and maintain 80 continuous learning points every 24 months).
  • Information Assurance certification within six months of assignment.
  • Willingness to work evenings, weekends, holidays, and travel on military or commercial aircraft as required.

Other Information

  • Overtime may be required beyond normal duty hours.
  • Travel may be required for temporary duty assignments.
  • May be required to file an OGE Form 450 Confidential Financial Disclosure Report upon appointment and annually thereafter.
  • Geographic Mobility Agreement: may be subject to directed reassignment for mission effectiveness or career development.
  • Emergency essential position: incumbent must meet all position requirements.

Salary

GG‑07: $57,736 – $75,059; GG‑09: $70,623 – $91,815 (Washington, DC area). Salary level is based on education (Bachelor’s for GG‑07, Master’s for GG‑09).

Trial Period

All new DCIPS employees must serve a two‑year trial period.

Hiring Incentives

The NRO may offer hiring incentives and other entitlements at management’s discretion.
