Join one of our Texas offices and be a key contributor to the growth of our bridge inspection practice throughout Texas. We are seeking a highly motivated Project Manager with proven TxDOT bridge inspection experience, strong industry relationships, and a passion for leadership to help establish and expand a critical service line within the state. While the primary focus will be on statewide bridge inspection projects, the candidate will have the opportunity to support the rapid growth of bridge inspection services at a national level. This role offers the chance to break new ground on a local service line within a firm that brings over 110 years of experience and consistently ranks as a top design firm by Engineering News Record (ENR).

About the role

This position entails managing assigned projects throughout their full lifecycle, including developing the scope and technical sections of proposal and procurement documents, participating in contract negotiations, and overseeing project delivery to successfully accomplish HNTB’s 4 for 4 performance: delivery of quality work, on time, on budget, and to the client’s satisfaction on every project. The role involves proactive management of budget, schedule, technical requirements, contractual obligations, and client communications to support project objectives. You will provide high-level technical tasks while managing and reviewing design-related specifications, calculations, reports, and plans. Coordination with internal and external partners, including cross-discipline and functional teams, is essential to address and problem-solve design-related issues or concerns.

Responsibilities

  • Develop project scope and fee quotation; assist in preparing technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).
  • Serve as the primary client liaison and manage the project team to deliver scope, schedule, and budgets to completion and client satisfaction.
  • Assist with client project scoping and contract negotiations.
  • Perform technical discipline tasks including analysis, reports, design, specification, and production for assigned projects.
  • Implement the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project.
  • Lead the development and execution of the project management plan.
  • Supervise and mentor the team to meet overall project objectives.
  • Coordinate with managers on project staffing, including recruitment, development, retention, and succession of project staff.
  • Support performance and compensation reviews.
  • Partner with Client Service Leaders and pursuit champions to assist with business development, client relationships, and pursuit efforts for strategic projects in accordance with HNTB's Sophisticated Sales Approach (SSA).
  • Work with the project team and marketing resources to prepare proposal and presentation materials.
  • Lead proposal development and interview presentations for strategic projects, as well as general industry and community presentations.
  • May be responsible for recruitment, hiring, development, and retention of staff, including performance and compensation reviews, and succession planning.
  • Lead and perform field inspections of complex bridges and tunnels according to FHWA's NBIS and NTIS, as well as TxDOT and federal standards.
  • Use system tools to manage, monitor, and deliver projects or task orders.
  • Interface with client-level peers on projects or task orders.
  • Provide technical guidance to team and task leads, and perform portions of the technical work.
  • Develop high-quality, detailed inspection reports accurately depicting existing conditions and critical findings.
  • Develop condition quantities and repair costs for National Bridge Element Level and National Tunnel Element Level reporting.
  • Perform and review structural analysis, design, and plans as needed.
  • Perform and review load rating analysis, calculation, and report development as needed.
  • Mentor junior staff, particularly bridge inspection team members.
  • Monitor quality and budget on all assigned tasks.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in Engineering and 8 years of relevant experience.
  • 2 years of task management or Deputy PM experience.
  • Experience winning, contracting, and successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on statewide bridge inspection projects.
  • Ability to identify and escalate risk and change management issues.
  • Experience leading a team for large-scale inspection projects, including multiple subconsultants.
  • Ability to lead and perform field inspections of complex bridges and tunnels according to FHWA's NBIS and NTIS, as well as TxDOT and federal standards.

Qualifications

  • Master’s degree in Engineering (preferred).
  • 10 years of relevant experience (preferred).
  • Texas Professional Engineer (PE) certification (preferred).
  • Complex bridge and tunnel inspection experience with TxDOT and local agencies (preferred).
  • Successful completion of FHWA-NHI's Safety Inspection of In-Service Bridges, Fracture Critical Inspection Techniques for Steel Bridges, and Tunnel Safety Inspection courses (preferred).
  • Precertified in the following TxDOT work categories: 6.1.1/2, 6.2.1/2, and 6.3.1/2 (preferred).
  • OSHA 10-hour construction safety certification (preferred).
