Tasks
- Carry out Facility Assessments which involve creating an inventory of buildings, conducting a general assessment of their condition, generating infrastructure reports, mapping installation boundaries and building locations, assessing current land uses, identifying environmental remediation sites, wetlands, and summarizing any environmental issues.
- Create Reuse Assessments which entail evaluating potential reuse alternatives, performing highest and best use analyses, making determinations about the feasibility and profitability of reuses, developing strategies to maximize asset utilization, and considering local zoning and redevelopment plans.
- Conduct Business Case Analyses which include evaluating the timing of property disposal, minimizing caretaker costs, and realizing value through various means. Necessary assumptions for quantifying benefits and costs must be made, along with presenting expected cash flow consequences over time. This may also involve analyzing public sale business cases, considering factors like disposal windows, caretaker costs, advertising and marketing expenses, and broker commissions.
- Develop Conveyance Schedules for the disposal of individual parcels within an installation or site.
- Create Economic Development Conveyance, Public, and Negotiated Sales Applications, as well as related documents and agreements, and conduct reviews and analyses.
Requirements
- U.S. citizen
- Must hold or be able to obtain a Secret clearance
- Exceptional verbal and written communication and organizational skills
- Proficient in MS Office products
- Must be able to travel
Preferred Skills
- Current Secret clearance
- Experience with writing in the Army style is highly desirable (e.g., DA Pam 600-67, Effective Writing for Army Leaders; Army Regulation 25-50, Preparing and Managing Correspondence; the Associated Press Style Book)
- Ability to communicate effectively, both verbally and in writing, in the Headquarters Department of the Army environment
- Proficient in MS Teams and SharePoint programs
Required Experience
- Minimum five years’ experience in property conveyance actions
- Five years demonstrated relevant experience transferring Federal properties
- Five years demonstrated relevant experience in the regulatory requirements associated with federal property conveyance
Preferred Experience
- Experience as a Department of the Army action officer and with recent experience with HQDA-level staffing processes
- Five to ten years recent conveyance experience working directly with DoD in coordination with Federal, State and community stakeholders (with USACE, GSA, OEA, Army or other Service Staffs, Army Secretariat (Deputy Assistant Secretary of the Army (DASA) - Installations, Housing and Partnerships (IH&P)or Environment, Safety and Occupational Health (ESOH), ASA IE&E), OGC, ELD, and OSD)
- Five to ten years recent relevant experience transferring BRAC properties with an in-depth understanding of all regulatory requirements, including the SDWA, CERCLA, RCRA, Toxic Substances & Control Act, NEPA, NHPA and Section 106 requirements, MMRP, LBP, Risk Assessments, ACM Inspections, Title 16 Endangered Species Act/U.S. Fish and Wildlife Service endangered species actions, and all other pertinent legislation necessary to convey federal properties.
Required Education
- Bachelor’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education
