About the Role

Salas O'Brien is supporting the National Institutes of Health Office of Research Facilities (ORF) by managing facility information and performing assessment services. This includes managing tabular data, CAD files, and other documentation across the facility lifecycle, as well as providing end-user support and training for ORF's IWMS, FIMS, and EDMS solutions.

Space Data Management Responsibilities

  • Create, update, and retire space data records for NIH owned and leased property inclusive of land, buildings (floors and rooms), infrastructure assets, and structures
  • Develop and update records based upon new space acquisitions, new construction, renovations, and changing space assignment decisions and related moves
  • Maintain space data records in accordance with GSA and HHS real property reporting guidance documents
  • Using IWMS reporting capabilities, follow established ORF SOPs to keep historical monthly snapshot copies of core tabular space data and store archives on the shared ORF network

Design Review Services

  • Review project documentation and provide feedback and approval for official room numbers used for projects
  • Ensure proposed room numbers comply with Room Numbering Policy 1212 and do not duplicate existing room numbers or signage in adjacent areas
  • Create mock/draft room numbering plans and provide via review comments for A/E use on subsequent design review submissions
  • Maintain tracking records of DTR Project Review activities and copies of room numbering plans for reference during project close-out

CAD and Floor Plan Management

  • Develop dimensionally accurate space management floor plan drawings using CAD software, primarily from record/as-built architectural drawings
  • Follow IWMS CAD standards and use Nuvolo CAD plugin to automate updates to the IWMS database
  • Draw polylines in accordance with BOMA space measurement standards and procedures
  • Create or update drawings based upon new space acquisitions, new construction, and renovations
  • Convert AEC Project Contractor CAD files to NIH-standard format
  • Publish floor plans using IWMS CAD Extension to create visual, interactive floor plans for IWMS Users
  • Follow ORF SOPs to maintain historical archives of every version of floor plan CAD files published to IWMS
  • Monitor automated email notifications for construction projects entering Close-Out Phase, coordinate with ORF Project Officers for CAD file turnover and sign-off of Project Data Turnover Forms
  • Maintain records of Project Close-out notifications and follow-up actions taken

Essential Functions

  • Work collaboratively with a team of multi-discipline engineers to produce high quality reports and specification documents within established schedule and budget
  • Manage field operations in unconditioned mechanical and electrical spaces
  • Review as-built documents and develop repair/replacement cost estimates
  • Perform regular site visits to understand existing conditions while developing specifications, updating design or construction documents
  • Perform facility condition assessments and capital asset management planning
  • Conduct detailed cost analyses and material take-offs of various building types throughout the US
  • Coordinate and manage teams performing onsite facility condition assessments

Qualifications

  • 10 years of professional experience in space management, facility operations and maintenance
  • Proficient in computer aided drafting and maintenance management system (CMMS) software
  • Proficient in Microsoft suite applications
  • Effective interpersonal skills and strong written and verbal communication
  • Confident and ambitious problem solver
  • Creative and innovative with self-directed initiative
  • Detail-oriented
  • Valid/unrestricted driver license

Preferred Qualifications

  • Bachelor of Science Degree in Project Management or Engineering Field from an ABET accredited program

Security Clearance

  • Must be a US Citizen for Security Clearance requirements
  • Ability to obtain clearance from the Defense Security Service and other Federal Government Agencies

Work Environment

  • Primary work performed in an office environment
  • Field validations require trips to mechanical and electrical operating facilities and potentially active construction sites

Physical Demands

  • Regularly spend long hours sitting and using office equipment and computers
  • Regularly move from sitting to standing positions effortlessly
  • Occasionally perform site inspections requiring climbing ladders and stairs and accessing spaces such as roofs, basements, crawl spaces or utility tunnels
  • Industrial site investigations and field construction support may require extensive walking

Pay

  • Base salary range: $105,000–$115,000 per year

  • Travel: Position primarily based in Bethesda, MD with satellite locations; 10% travel requirement
