Benefits Analyst

Full performance level class working under general supervision, requiring considerable knowledge of employee benefits, benefit programs, and policy and procedures. Manages county health, life, dental, and prescription insurance programs, as well as employee assistance programs for all eligible county employees.

Responsibilities

  • Assist in benefits administration by conducting new employee orientation.
  • Enter, review, and approve employee benefit elections, dependent coverage, and related changes into internal HR/Benefits system.
  • Verify and review accurate import of election/dependent data into carrier systems.
  • Reconcile system election/dependent data with internal payroll system.
  • Reconcile monthly carrier invoices with benefit system and payroll.
  • Develop, perform, and analyze custom system reporting as needed (e.g., trends, data issues, and employee/election demographics).
  • Cultivate and increase employee engagement in all aspects of County employee benefits.
  • Appear at department staff meetings and individual employee meetings.
  • Develop and perform training classes to educate, assist, and advise employees and department contacts concerning benefit plans, elections, coverage, achieving wellness program goals, and related issues.
  • Administer wellness incentive program, including promoting guidelines, evaluating goal forms, and coordinating promotions.
  • Communicate with employees regarding guidelines of the wellness incentive program (e.g., advise employees regarding pertinent goals for them/their families).
  • Work collaboratively with staff, volunteers, contractors, and vendors to plan and conduct employee health fairs and special events (e.g., conduct training and workshops on wellness initiatives).
  • Track program participation via HRIS, summarize, and report results.
  • Prepare and monitor FMLA correspondence, document payment receipt, monitor termination, and compliance of participants.
  • Initiate and monitor the administration of COBRA benefits, determine employee and dependent eligibility, prepare correspondence, and document payment receipt.
  • Monitor termination and compliance of COBRA participants.
  • Monitor mobile equipment and property contents insurance policy statements of value, maintain accurate records of all policies.
  • Work with departments and insurance agent to evaluate coverage and properly insure property; update policies as needed and review annually at renewal.
  • Maintain and manage Risk Management intranet site content and benefit system open enrollment materials.
  • Perform needed content updates to the department website and benefit system, specifically information for benefits and wellness incentive programs.
  • Craft site/system promotions, email newsletters, and digital marketing campaigns using email and various forms of web presentations.
  • Maintain a current comprehensive knowledge and awareness of applicable laws, regulations, principles, and practices relating to employee benefits program administration; attend meetings, workshops, and training sessions as required.
  • Perform other duties of a similar nature or level as assigned.

Requirements

  • Completion of undergraduate core program in business or public administration to include coursework in benefits administration & policy analysis.
  • 24 months of experience in research & analysis of benefits programs & written documentation of findings.
  • 24 months of experience in data management or equivalent combination of education and experience.
  • Valid Ohio Driver’s license.
  • Equivalent of Minimum Class Qualifications for Employment noted above may be substituted for the education and/or experience required (except for mandated licensure/certification).

Schedule

Normal working hours: Monday - Friday; 7:30am - 4:00pm; alternative work schedules may be offered.

  • Predictable and regular attendance is required.
  • Travel may be required.
  • Physical demands include stooping, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions.
  • Exerting up to 10 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
