Essential Duties

  • excavate, inspect, flush, clean and repair water and wastewater mains, lines and laterals;
  • make taps for new services;
  • install, repair and replace manholes, fire hydrants, valves, meters and meter vaults and boxes;
  • exercise valves according to prescribed schedules;
  • test water volume and pressure;
  • collect water samples for chlorine, physical and bacteriological tests;
  • may conduct routing laboratory tests;
  • repair and service small engines, power tools and light equipment;
  • change fluids, filters and spark plugs;
  • weld and fabricate tools, equipment and plumbing parts and vault lids using arc and acetylene welding equipment;
  • maintain an inventory of parts, tools, materials and equipment;
  • issue parts, tools and materials to employees;
  • read residential and commercial water meters using computerized meter reading equipment;
  • test, disassemble, clean and repair commercial and residential water meters;
  • sand blast and replace worn or faulty parts;
  • maintain records related to particular area of assignment;
  • may input and recall information into a computer terminal;
  • operate construction equipment such as dump trucks, backhoes, front loaders, and power tools such as pipe threaders, compressors, jack hammers, sand blasters, concrete saws and sewer rodders;
  • install street barricades and cones prior to the performance of construction and repair activities;
  • direct and control traffic around work sites;
  • utilize proper safety precautions related to all work performed;
  • perform work in emergency situations as required;
  • perform related duties as assigned.

Qualifications

  • Knowledge of: Methods, techniques and tools and the operational characteristics of mechanical equipment used in the construction and maintenance of utility facilities; and safe work practices.
  • Ability to: Perform semi-skilled maintenance, construction and repair work in the area of work assigned; operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner in routine situations; use and operate hand tools, mechanical equipment, and power tools and equipment required for the work in a safe and efficient manner; read and interpret basic maps and blueprints; work independently in the absence of supervision; communicate clearly and concisely, both orally and in writing; appear for work on time; follow directions from a supervisor; understand and follow posted work rules and procedures; accept constructive criticism; establish and maintain cooperative working relationship with those contacted in the course of work.

Experience And Training

  • This is a journey level position requiring a minimum of two years experience with water and/or wastewater systems and the equipment used for reading, maintenance, and repair of such systems. Construction experience is highly desirable.
  • Equivalent to completion of high school. College level coursework in water utility science and/or environmental studies are desirable.
  • Knowledge of a City’s water system is required in addition to basic knowledge of such utility fundamentals as valves, water mains and lines, taps, hydrants, meters, and water chemistry.

License Or Certificate

  • Possession of, or ability to obtain a valid California class "B" driver's license within six months of employment.
  • Possession of, or ability to obtain certification in wastewater collection, water distribution, or water treatment within six months of employment.

Compensation And Benefits

  • Retirement: California Public Employee Retirement System (CalPERS) plan, which offers reciprocity between agencies. Classic tier II employees, who have been in the CalPERS system and are new to the City of Newport Beach, will receive a 2% @ 60 formula. Employees new to the City and CalPERS, and do not belong to a reciprocal agency of CalPERS, will receive the tier III formula of 2% @ 62. Employees are required to contribute 13% of pensionable income towards their retirement benefit. Deductions are made on a pre-tax basis. Pension contribution limitations set by PEPRA are currently $161,969 for new members and $305,000 for classic members.
  • Cafeteria Plan: Choose from CalPERS PPO and HMO medical plans, MetLife dental PPO and HMO plans and MetLife vision PPO. $1,725 monthly cafeteria allowance to purchase medical, dental and vision insurance plus an additional $149 monthly contribution if participating in a medical plan. If electing medical coverage and spend less than the City contribution, the remainder will be taxable cash. If waiving the City’s medical insurance plan after demonstrating proof of alternate group medical insurance coverage, an opt-out allowance of $1,000 per month is provided.
  • Flex Leave: This is a combination of sick and vacation leave which is earned at a rate of 6.00 hours per pay period (156 hours per year), with a maximum of 10.00 hours per pay period (260 hours per year) based on years of full-time City service.
  • Holidays: Equivalent to 12 paid holidays per year which includes one floating holiday.
  • Life Insurance: City paid policy up to $50,000 in coverage based on annual salary. Supplemental life insurance is available at the employee’s expense and payroll deductions are made on a post-tax basis. Maximum supplemental life insurance coverage is $500,000.
  • Disability Insurance: Up to 66.67% of covered wages up to a maximum benefit of $1,846 weekly for short-term disability after a 30-calendar day waiting period and $15,000 monthly for long-term disability after 180 calendar day waiting period. Employees are required to contribute 1% of salary for this benefit through a post-tax payroll deduction.
  • Retiree Medical Benefit: Employees are required to contribute 1% of salary for this benefit through pre-tax payroll deduction. Vesting occurs after five years of full-time service, and City paid contributions based on age and years of service begin. Account funds may be used after separation from the City for reimbursement of eligible medical expenses.
  • Flexible Spending Account: Optional. Maximum pre-tax election per calendar year for medical is $2,750 and $5,000 per household for dependent care.
