Oversees the Mental Health, Crisis Management, and Behavioral Health grant-funded programs for the Lummi Nation. Responsible for all clinical operations, staffing, evaluation, quality assurance, and compliance with Lummi Nation Attestation standards, State, and Federal licensure and accreditation requirements.

Responsibilities

  • Maintain the Behavioral Health department in line with AAAHC standards to meet overall AAAHC license requirements for LNHC.
  • Promote and guide a Lummi Standards of Care philosophy within Behavioral Health, Crisis Management, and BH grant departments, as well as with Lummi program partners.
  • Maintain BH compliance with all applicable WA State licensing and certification requirements, including implementing program adjustments as needed.
  • Attest to the integrity of the BH Policy and Procedures Manual to reflect current program processes and maintain compliance with tribal policies, WACs/RCWs, and Attestation.
  • Work with Lummi Nation Compliance Department and Committee to develop and implement corrective action plans for compliance and clinical quality control matters.
  • Ensure high standards in staff job performance, training, recruitment, and separation in accordance with LIBC Human Resources Personnel Policy, including BH internship recruiting, onboarding, and offboarding.
  • Participate in drafting and carrying out the BH Annual Work Plan.
  • Alongside the BH Administrator, participate in the development of the annual departmental budget.
  • Responsible for continued capacity development of mental health services, promoting patient quality care and access to medically necessary medication-assisted treatment services.
  • Alongside the BH Quality Control Assessor, coordinate and implement continuous quality improvement plans, including chart records, documentation standards, and quality improvement protocols.
  • Confirm that EHR workflows used by BH clinicians meet programmatic demands and WA State Code requirements.
  • Develop and maintain MOAs/MOUs with Lummi program partners, schools, and broader community services.
  • Facilitate planning and implementation of activities to support seamless patient care referrals and access to other medical and BH programs, including targeted case management and wrap-around meetings.
  • Identify additional resources for clients not provided by Lummi Behavioral Health, such as inpatient treatment access, referrals for psychiatric evaluations, autism and fetal alcohol assessments, and other specialized services.
  • Review monthly reports from the BH Clinical Manager to monitor clinician caseloads, encounter rates, and referral distribution. Maintain a database on all referrals and compile quarterly reports for Health and Human Services and the General Manager.
  • Available for special projects as assigned by leadership or community need.
  • Translate BH needs into written policy recommendations, draft communications, educate stakeholders, and provide support for LIBC leadership during consultations and meetings on BH topics.
  • Serve as a LIBC staff representative at local, regional, state, and national meetings, including HCA, DBHR 7.01, NSBHO, SAMHSA Block Grant, and Tribal Roundtable discussions on Mental Health program services.
  • Manage overall demands of a large BH clinical team, including stress management, workplace atmosphere, time management, and monitoring leave requests/coverage and schedule changes.
  • Responsible for Annual Performance Reviews for the BH Clinical Manager and Crisis Outreach Manager.
  • Support the BH Clinical Manager by maintaining electronic health record software, templates/SmartPhrases, reviewing patient records for clinical accuracy and medical necessity, and ensuring timely completion of charted patient case notes.
  • Meet weekly with the BH leadership team to discuss program needs, collaboration on patient care, staffing, budgets, billing, planning, and performance issues.
  • Attend and/or co-facilitate at least one group consultation/supervision meeting per month for peer-focused case consultation, learning, and practice development.
  • Attend and/or co-facilitate at least one all-staff meeting weekly to review progress, barriers, mission-critical activities, objectives, service needs, and team support.
  • Maintain strict confidentiality in all work-related areas, processing client information consistent with Lummi Nation’s policies.

Requirements

  • Master's or Doctoral degree in Psychology, Education, Counseling, Social Work, Business Administration, Industrial/Organizational Psychology, and/or Behavioral Science from an accredited college or university.
  • Certified in good standing with one of the following: National Board of Certified Counselors (NBCC), National Counselor (NCE), National Clinical Mental Health Counselor (NCMHCE), or National Association of Social Workers (NASW), or other behavioral health credentialing body.
  • Mental Health Provider Washington State Licensure (e.g., Licensed Clinical Psychologist, Licensed Mental Health Counselor, Licensed Marriage and Family Therapist, or Licensed Clinical Social Worker) or actively in process of licensing in WA State due to relocation.
  • Management experience in a behavioral healthcare or community-based clinic setting, preferably within an American Indian and/or Alaska Native community, including:
    • Supervision of licensed MH providers
    • Practiced as a licensed provider
  • Must be a Washington State DOH-approved supervisor for Licensed Mental Health Professionals.
  • Maintain current professional liability insurance (highly recommended).
  • Valid Washington State Driver’s license and eligibility for tribal insurance.
  • Must pass pre-employment and random drug and alcohol tests as required by the LIBC Drug & Alcohol-Free Workplace Policy.
  • This position requires regular contact with or control over Indian children and is subject to successful and extensive criminal background check, CAMIS background check, and FAMLINK Check.
  • Must have CPR and First Aid certification within 30 days of hire.
  • Experience working with Native American children and their families.
  • Must be accepting and respectful toward clients and staff.
  • Flexible and able to work nights and weekends.

Skills

  • Demonstrated knowledge of the State of Washington Medicaid Plan as it relates to federally recognized tribes and behavioral health services.
  • Adept with common office software, including Microsoft Office TEAMS and Outlook.
  • Experience with electronic health record systems such as EPIC or similar systems.
  • Familiarity with clinical chart contents and documentation requirements specific to WACs for BH program policies and services, including HIPAA privacy laws and compliance best practices.
  • Experience with culturally attuned tribal systems of care values, principles, and practices.
  • Knowledge of current theories and practices in behavioral health treatment for children and adults, including trauma-informed treatment and neurobiology.
  • Knowledge of psychological, physiological, behavioral, and social variables of mental health and emotional disturbance.
  • Knowledge of mental health, addiction, and co-occurring disorders performance standards and treatments.
  • Knowledge of historical trauma and its impact on Native American communities.
  • Effective oral and written communication skills, including the ability to compile data, write concise reports, and give presentations.
  • Ability to lead a multi-disciplinary mental health team, including clinical supervisors, psychologists, clinical social workers, co-occurring disorders specialists, mental health providers, case managers, crisis outreach workers, peer supports, and health information specialists.
  • Skill in communication, collaboration, and problem-solving with departments, colleagues, community, and partners.
  • Ability to deal well with people in highly emotional situations and communicate effectively with diverse groups.
  • Willingness to travel and serve as a LIBC staff representative at training, meetings, and seminars as needed.
  • Ability to maintain strict confidentiality at all times.
  • Supportive of the organization’s mission goals and adherence to program rules and policies.
