B101 and B136 Roof Repairs

Solicitation for roof repairs on Buildings 101 and 136 at the 180th Fighter Wing, Swanton, Ohio Air National Guard Base. Project Summary

The 180th Fighter Wing is requesting quotes for commercial construction services to perform roof repairs on two buildings:

• Phase 1 (Building 101): Flat roof and standing seam eave gutter detail repairs, including:
  • SW standing seam and eave gutter detail repair
  • West side downspout repair
  • East side Bilco door roof access curb re-seal
  • SW sanitary stack repair (ISO board replacement and new membrane)
  • Replacement of 30 walk mats
  • East side mini-split roof penetration re-seal
  • Repair of East Side N/S and E/W seams (~1,300 feet)
• Phase 2 (Building 136): Roof repair and solar panel decommissioning, including:
  • Demolition and removal of electrical lines from inverter to solar panels
  • Removal of cable tray and blocking off the base
  • Removal of all solar panel rows
  • Repair of burn marks in the roof membrane using a compatible patch

Work must comply with the attached Statement of Work.

Requirements

• Small business set-aside (100% for small businesses under NAICS 238160).
• Contractor must submit one of the following payment protections within 10 days of award:
  • Irrevocable letter of credit (ILC)
  • Tripartite escrow agreement
  • Certificates of deposit
  • Payment bond
• Payment protection must cover 100% of the contract price and extend for the full contract performance period plus one year.
• For tripartite escrow agreements, contractors must use only suppliers of labor and material that signed the agreement.

Amendments

Solicitation has been amended (Amendment 1, 6 Aug 2026). Quoters must acknowledge the amendment in section 19. Requests for Information (RFIs) have been received and answered; the Q&A document is attached to this posting.

Site Visit

An optional site visit will be held on Monday, August 17, 2026, at 9:00 AM local time at the 180th Fighter Wing, 2660 S Eber Rd, Swanton, Ohio 43558. Interested parties must RSVP by August 17, 7:00 AM local time to 180.fw.contracting@us.af.mil with the number of visitors, names, and company information. A REAL ID-compliant driver’s license is required for base access.
