Auto Skills Center Manager

This position is located in the Auto Skills Center, Community Activities division, MWR Department, NCBC Gulfport. The incumbent serves as the manager, administratively and technically responsible for the Auto Hobby Shop.

Responsibilities

  • Performs assigned duties and provides necessary services to authorized patrons, including general information.
  • Administers, safely operates, and maintains the Auto Skills Center and associated equipment.
  • Maintains records of items purchased, costs, delivery schedules, and inventories; liaises with the NAF purchasing agent regarding purchases, transactions, and inventory adjustments.
  • Ensures an adequate inventory of automotive tools and equipment is available for patron checkout; maintains inventory of all shop-owned tools, supplies, and equipment.
  • Determines requirements for timely replacement of worn-out or broken tools and equipment.
  • Ascertains safety of all hand and power tools before checkout to patrons.
  • Provides technical assistance and advice to patrons in automobile repairs, including engine and transmission overhauls.
  • Organizes and directs patrons' automotive repairs and hobbies within program objectives and policies.
  • Reviews Auto Skills Center programs and submits recommendations for changes to the Community Activity Director.
  • Supervises services provided to patrons and charges specified fees in accordance with published departmental instructions.
  • Acts as an instructor/teacher in safe and efficient operations of shop equipment and tools, using structured class or OJT settings.
  • Ensures proper safety procedures and techniques are employed by patrons and employees at all times.
  • Prepares safety and accident reports, including reports of injury or illness, and submits them to the Community Activities Director.
  • Ensures compliance with safety procedures, availability of safety equipment, and safe jacking of vehicles.
  • Maintains overall cleanliness and proper storage of supplies and equipment in the Auto Skills Center and Retail Store.
  • Manages the following programs:
    • Used Lube Oil Drop Off and Collection Program
    • Used Tire Collection Program
    • Used Anti-Freeze Collection and Recycling Program
    • 60-day Hazardous Waste Material Site

Requirements

  • Must meet Federal Employment suitability requirements and successfully complete a background investigation using fingerprint identification.
  • Must successfully pass the E-Verify employment verification check; discrepancies must be resolved as a condition of employment.
  • Must complete Personal Identity Verification (PIV) using two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • A valid State driver’s license is required to operate motor vehicles.
  • Must have salary sent via Direct Deposit/Electronic Funds Transfer.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must be available to work varying schedules, including weekends, holidays, and evenings.
  • Must be able to lift at least 50 lbs.
  • Work is performed mostly in hot, humid conditions, occasionally in an office setting, and sometimes in inclement weather.

Qualifications

  • Resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the position.
  • Specialized experience directly related to the duties described above; qualifying experience must be equivalent to the next lower level in the normal line of progression.
  • ASE certification desired.
  • Must have professional knowledge of vehicle maintenance and safety.
  • Must be aware of OSHA regulations governing the repair/replacement of brake pads/shoes and clutch discs, and EPA regulations regarding hazardous asbestos handling.
  • Must be familiar with regulations pertaining to handling and disposal of hazardous materials as set forth by DOT and EPA.
  • Must be aware of ASHA regulations concerning hazardous materials.
  • Must be familiar with all aspects of inventory controls.
  • Credit is given for all qualifying experience, including volunteer and part-time experience; duties and responsibilities in each position held must be clearly identified.

Salary is dependent on experience and/or education. This position is a non-critical, sensitive position requiring access to IT II systems and/or access to PII. An Access National Agency Check Investigation (ANACI) via the SF 86 security form is required. Must submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
