Audit Supervisor, Labor Law

About the role
The New York City Comptroller's Office works to promote the financial health, integrity, and effectiveness of New York City government to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. The Bureau of Labor Law sets and enforces prevailing and living wage and benefit rates for workers on New York City Public Work projects and building service employees on City contracts, in accordance with state law. The Worker’s Rights Bureau expands this work to combat wage theft and advance workers' rights through legislation, policy, procurement, and corporate shareholder engagement, while strengthening outreach to educate New Yorkers on their labor rights.
The Comptroller's Bureau of Labor Law seeks a motivated, organized, and detail-oriented Audit Supervisor to supervise a team of 3-4 auditors and manage a caseload of audits. This position reports to the Director of Audit and Investigative Review.
Responsibilities
- Supervise the Bureau's auditors on their assignments and collaborate with investigators and attorneys on claims alleging labor law violations; prepare for hearings and trials; may serve as a witness for the Comptroller regarding audits.
- Conduct audits of contractors' books and records to determine compliance with relevant labor laws.
- Perform and review calculations; examine records; perform reconciliations; verify accuracy of reports; and prepare data in spreadsheet form.
- Review audits performed by the Bureau's auditors and provide feedback to staff.
- Assist auditors with complex and responsible computations.
- Apply statistical techniques in the examination and analysis of complex financial data; prepare and review worksheets, reports, and summaries of findings.
- Perform other related duties as required.
Requirements
- A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in auditing, accounting, finance, economics, statistics, law, quantitative or qualitative research methodology, mathematics, data science, management, public or business administration, computer science/information technology, or a related field.
- One of the following:
- One year of full-time satisfactory experience in performance auditing according to Generally Accepted Government Auditing Standards (GAGAS), financial auditing, internal auditing, and/or information technology (IT) auditing; or
- A valid Certified Public Accountant license issued by the New York State Education Department; or
- A valid Certified Internal Auditor certificate issued by the Institute of Internal Auditors (IIA).
- For placement in Assignment Level II: at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in performance auditing according to GAGAS, internal auditing, financial auditing, and/or IT auditing.
Preferred Skills
- Experience supervising staff or leading complex projects.
- Proficiency in Microsoft Excel and working knowledge of other Microsoft Office products.
- Excellent interpersonal and organizational skills.
