About the role
The City of Laredo Public Access Channel Center seeks a skilled individual to manage and operate the city’s public access television channels. This position involves capturing, editing, and producing programs for various city meetings and events.
Responsibilities
- Captures, edits, and produces programs for City Council meetings, Planning and Zoning meetings, Finance meetings, Operations meetings, Historical meetings, Civil Service Hearings, and Meetings, Webb County Appraisal District meetings, ribbon cuttings, ground breaking's, special City Council meetings, and political events.
- Reviews and accepts assignments provided by supervisor.
- Plans and prepares for assigned assignments.
- Arrives to scheduled events on time.
- Makes capture events; uploads capture data to editing station; produces movie files, burns to DVD, and sends them to respective parties.
- Logs assignments within assigned binder book.
- Updates Excel spreadsheet at assigned computer for programs to be aired on the public access channels.
- Encodes, programs, and monitors channel 2 (Laredo religious access user group).
- Operates and maintains Windows-based stream server and workstation file archive (City Council meetings, political debates, and candidate elections).
- Encodes, modifies, programs, logs, and monitors drop-off DVDs for Channels 3, 13, and 18.
- Prepares, tests, and operates City of Laredo committee meetings at City Council Chambers.
- Provides assistance to front office, handling customer needs and directing/processing in-call general business activities.
- Operates, monitors, and maintains audio/video master control room at the City of Laredo Telecommunications Center.
- Fulfills all rules of telephone courtesy in all telephone communications.
- Performs other duties as assigned.
Requirements
- Knowledge of digital videography and photography, and editing of software, including Sony XC Video Cameras, Sony A700 Photo Cameras, and Adobe Photoshop.
- Knowledge of operating Apple MAC workstations and its software and hardware, including: Final Cut Pro 7, DVD Studio Pro, Soundtrack Pro, QuickTime Player, iPhoto, iMovie, iDVD, Compressor, XC Transfer, DiscLabel, Droplets Telvue MPG, Sony Cine Alta SXS Card Memory Recorder, Lacie Hard Drive Storage System, and AJA KI-PRO Video Digital Storage Module Systems.
- Knowledge of operating City Council A/V room, chamber room equipment for recording of City Council meetings, and other official city meetings and events.
- Knowledge of the use of: Sony BRC-H700 Remote Control Cameras, Sony RM-BR300 Camera Remote Control Camera, Ross Crossover HD/SD (High Definition/Standard Definition) 12 input production, Ross Expression Design Software (character generator), Da Vinci Audio Software, Bosch DCN Discussion Microphone System, and FSR Presentation Hardware.
- Knowledge of the operational use of TV Master Control programming, including: TELVUE Princeton B3400 Pro Server, Terrablock Server System, Final Cut Server, Facilis Server, Quantum Tape Storage System, Utah Scientific Server Control, and Web Stream Windows Media Encoder 250st7.
- Knowledge of PC (personal computer) Workstations and its software, including Corel Video Studio 12, AVS4YOU Video/Audio Software, and Microsoft Excel, Outlook, Word, and PowerPoint.
- Knowledge of the operational use of inter-format equipment, including Magnavox, Sony DVD Recorders, Sony Betacam Tape Editor Player/recorder, Sony Super VHS Player/Recorder, Leitch Transcoring TBC/Synchronizer, Shure/Mackie Audio Mixers, Edirol V-4 Video Mixer, Aleratec Disc Dibbing System, Sony Audiocassette Duplex Dubbing-Recorder, Marantz CD-HD Audio Recorder, Averkey 550 Video Converter, and ColorTran Studio 24/48 and Tota Lighting Systems.
- Knowledge of the operational use of Anchor PA System and its corresponding audio setups.
- Knowledge of news, TV production, and broadcast.
- Skills in good planning and organization.
- Skills in electrical/wiring procedures.
- Skills in efficient use of personal computer and applicable software.
- Skills in efficient use of projections and other presentation equipment.
- Ability to perform strenuous work and routine work.
- Ability to maintain positive working relationships with others.
- Ability to communicate clearly and effectively in both orally and writing in the English language and orally in the Spanish language.
- Ability to project a positive and professional image for the City of Laredo.
- Ability to follow directions from supervisor.

Qualifications
- High School Diploma or G.E.D.
- At least one (1) year of work experience in the field of videography and non-linear editing.
- Valid Texas Driver License.
