About the Role

The CalPERS Legal Office is seeking an Attorney V for the Health, Contract Operations & Information Security Advice unit. The Legal Office represents CalPERS in litigation and provides legal advice on issues including benefit and membership entitlement, health care, fiduciary matters, ethics, contracts, information technology, information security, data privacy, public records, operations, open meetings, and investment-related matters.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship.

Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) directs a 4.62 percent reduction in pay in exchange for 8 hours of PLP 2025 leave credits monthly. The salary range does not reflect this reduction. This position is eligible for a Hire Above Minimum (HAM) salary.

Responsibilities

The Attorney V will perform the following duties:

• Research, analyze, and provide oral and written legal advice to CalPERS’ or another state agency’s executive and senior management on complex, sensitive health and long-term care benefit-related matters, including programs administered under the Public Employees’ Medical and Hospital Care Act (PEMHCA) and Long-Term Care Act.
• Advise on the impact of state and federal legislation and regulations on CalPERS-administered benefits, including assisting with bill analyses and recommending amendments.
• Research, analyze, and advise on highly complex matters involving contracts with Health Maintenance Organizations, self-funded Preferred Provider Organization administrators, pharmacy benefit managers, and long-term care programs.
• Draft and negotiate health and long-term care-related contractual agreements.
• Engage in litigation strategy and oversight, problem definition, and conflict resolution in health and long-term care-related litigation.
• Interact with the CalPERS Board of Administration, State Legislature, Governor’s Office, Department of Finance, other state and federal agencies, health plans, and stakeholders on health and long-term care matters.

Requirements

All experience and education relating to the Minimum Qualifications listed on the Classification Specification must be included in the application package. • Describe your experience (including the number of years) advising on highly complex matters involving contracts with Health Maintenance Organizations, self-funded Preferred Provider Organizations, pharmacy benefit managers, and long-term care programs.
• Describe your experience (including the number of years) drafting and negotiating health and long-term care-related contracts, engaging in litigation strategy, and interacting with boards, legislatures, agencies, and stakeholders.
