About the Role
The Associate Director, Government Programs & Gross-to-Net Operations serves as CG Oncology's subject matter expert for U.S. government pricing and reimbursement programs and the operational owner for Gross-to-Net (GTN) forecasting processes. The role leads execution of government pricing operations, GTN forecasting support, compliance, financial reporting, and process optimization. This position partners cross-functionally with Market Access, Finance, Commercial Analytics, Legal, Compliance, Accounting, Supply Chain, Patient Services, Distribution, Medical Affairs, and external vendors to ensure accurate government pricing calculations, compliant reporting, and effective support of commercialization and launch-readiness activities.
As CG Oncology continues to grow and commercialize its oncology portfolio, this role will lead government pricing execution across federal and state programs and serve as the day-to-day operational owner of GTN forecasting, GTN model maintenance, assumption management, variance analysis, and GTN reporting while strengthening operational controls and implementing scalable systems and processes that support long-term organizational growth.
Responsibilities
- Government Pricing Operations
- Lead the execution of government pricing calculations, submissions, and reporting across all applicable federal and state pricing programs, including AMP, Best Price, ASP, Medicaid Drug Rebate Program, 340B, Federal Supply Schedule (FSS), Veterans Affairs (VA), Non-Federal Average Manufacturer Price (NFAMP), Federal Ceiling Price (FCP), Medicare, and other government pricing programs.
- Ensure timely, accurate, and compliant submission of pricing files while maintaining compliance with CMS, HRSA, VA, and other regulatory requirements.
- Maintain government pricing methodologies, assumptions, calculation documentation, and supporting procedures.
- Monitor changes in government pricing regulations, including Inflation Reduction Act (IRA), MFN, guidance, and implement required operational changes.
- Gross-to-Net Forecasting, Financial Planning & Commercial Support
- Lead the day-to-day operation and maintenance of the Gross-to-Net forecasting process, including model maintenance, methodology documentation, assumption management, version control, scenario analyses, and routine forecast updates.
- Evaluate government pricing and GTN impacts associated with commercial contracting strategies, pricing decisions, channel strategy, patient support programs, distribution arrangements, and business development initiatives.
- Support commercialization planning, launch readiness, AOP, LRP, quarterly forecast updates, and monthly business reviews by preparing GTN forecast analyses, net revenue impact assessments, and key-driver sensitivities.
- Own preparation of monthly, quarterly, annual, and long-range GTN forecast updates and supporting analyses for Finance.
- Partner with Business Analytics to validate and challenge payer mix, site-of-care mix, channel mix, and analog assumptions used in GTN forecasts.
- Maintain GTN assumption documentation, assumption registers, decision logs, data-source mapping, version control, and audit-ready forecasting files.
- Prepare GTN forecast packages, variance analyses, executive summaries, and management reports that communicate key drivers, risks, opportunities, and forecast movements.
- Coordinate GTN data collection and assumption refresh activities across Business Analytics, Distribution, Patient Services, Contracting, Finance, Accounting, and Market Access.
- Compliance, Audit & Risk Management
- Maintain audit-ready documentation supporting government pricing methodologies and reporting.
- Lead responses to internal audits, external audits, and government inquiries.
- Identify pricing discrepancies, investigate root causes, and implement sustainable corrective actions.
- Strengthen internal controls, governance processes, and compliance monitoring activities to minimize operational risk.
- Operational Excellence & Systems
- Evaluate existing government pricing processes and identify opportunities to improve scalability, efficiency, and accuracy.
- Support implementation, optimization, and ongoing enhancement of government pricing systems and reporting tools.
- Partner with IT and external vendors to improve data integration, reporting automation, and operational workflows.
- Evaluate opportunities to leverage automation and AI-enabled analytics to improve government pricing, GTN forecasting, variance analysis, reporting, and operational decision-making.
- Cross-Functional Leadership
- Serve as the company's government pricing subject matter expert across the organization.
- Build collaborative partnerships with Market Access, Finance, Commercial, Legal, Compliance, Supply Chain, Medical Affairs, and Executive Leadership.
- Provide technical guidance to internal stakeholders regarding government pricing regulations and financial implications.
- Support vendor management activities related to government pricing operations, GTN forecasting tools, data feeds, and software platforms.
Requirements
- Bachelor's degree in Finance, Accounting, Business Administration, Economics, or related discipline required.
- Minimum 8+ years of progressive pharmaceutical or biotechnology government pricing experience.
- Experience supporting commercial product launches and launch readiness activities.
- Experience developing, maintaining, and operating GTN forecasting models, assumptions, accrual analyses, scenario planning, variance analyses, and government rebate calculations.
- Experience supporting Annual Operating Plan (AOP), Long Range Plan (LRP), quarterly forecast updates, and month-end close processes.
- Strong understanding of payer mix dynamics, site-of-care economics, specialty distribution, specialty pharmacy / specialty distributor operations, 340B exposure, patient support programs, and government pricing implications.
- Demonstrated ability to manage complex cross-functional forecasting and operational processes involving Finance, Accounting, Business Analytics, Market Access, Patient Services, Distribution, and external vendors.
