About the role
The City of Murrieta is seeking two (2) Associate Civil Engineer positions within its Engineering Department. These roles are part of ongoing efforts to support various engineering disciplines including land development, capital improvements, and public works.
Responsibilities
- Performs a diverse range of professional engineering duties in support of an assigned program area, including but not limited to capital improvement projects, development services, and public works infrastructure.
- Prepares and/or participates in the preparation and review of preliminary and final engineering plans, cost estimates, cost analysis studies, specifications, and schedules for public works projects.
- Manages and oversees the National Pollutant Discharge Elimination System (NPDES) activities, including the preparation of the Water Quality Improvement Plan (WQIP), implementing the Jurisdictional Runoff Management Plan (JRMP), and conducting semiannual outfall screenings.
- Coordinates and enforces the Illicit Discharge Detection and Elimination program, ensuring compliance with the Municipal Separate Storm Sewer System (MS4).
- Attends and participates in Planning Commission and Director Hearings, providing expert testimony on engineering issues and conditions.
- Reviews and conditions development applications, responding to inquiries and meeting with applicants and consultants to address entitlement and design issues.
- Coordinates with other departments such as traffic engineering to resolve issues and participate in design review committee meetings.
- Conducts a plan check on Preliminary Water Quality Management Plans, discussing water quality solutions with applicants and engineers.
- Provides information to the public and resolves questions and complaints regarding the interpretation and application of relevant codes, rules, and regulations related to traffic and construction.
- Ensures compliance with City and mandated safety rules, regulations, and protocols.
Requirements
Must be proficient in the research of applicable state and local codes to ensure project design compliance. Must possess a valid certificate as a Professional Civil Engineer in the State of California.
Qualifications
- Equivalent to a bachelor's degree from an accredited college or university with major coursework in civil engineering or a closely related field.
- Three (3) years of progressively responsible professional experience in civil engineering.
Skills
Strong hydrology and hydraulics, transportation backgrounds are desired. Must be organized, independent, possess good time management, and have good writing and communications skills in working with internal staff and external agencies.
