About the role

The Assistant Treasurer/Collector supports the Town Treasurer/Collector with the statutory duties and responsibilities of the department. This position provides skilled accounting and clerical work to discharge the duties of the office, maintaining and improving the efficiency and effectiveness of all areas under their direction and control.

Supervision

  • Performs duties involving the application of prescribed procedures in receiving, collecting, and accounting for Town revenues and payment of Town funds, exercising considerable judgment to work independently.
  • Works under the general direction of the Treasurer/Collector in accordance with Massachusetts General Laws, Town policies, bylaws, and relevant regulations.
  • Establishes own work plan; only unusual cases are referred to the supervisor.
  • Oversees office operations in the absence of the Treasurer/Collector.
  • Supervises up to three department clerical employees, assigning tasks and ensuring their proper completion.

Work Environment

  • Performed under typical office conditions; moderately noisy environment.
  • Operates computer, calculator, copier, facsimile machine, and telephone.
  • Frequent contacts with other Town departments, banking, and legal professionals via in-person, telephone, and mail.
  • Access to confidential information requiring discretion and professional protocols.
  • Errors may result in delays in receiving municipal funds or meeting liabilities.

Responsibilities

  • Receives and accounts for all tax payments and other municipal revenues; calculates interest and charges on overdue bills.
  • Answers inquiries from taxpayers via telephone, in writing, and at the counter.
  • Maintains records of receipts, abatements, and refunds; balances and deposits funds daily; enters information into cash book and posts to proper accounts.
  • Works with computerized collections and receipt systems, as well as manual systems for some collections.
  • Reviews and updates commitment sheets on the computer prior to printing real estate, personal property, and excise tax bills; prints, bursts, and mails bills.
  • Prepares and mails demands for unpaid taxes; prepares legal forms including tax title and motor vehicle excise delinquency notices; prepares municipal liens as necessary.
  • Manages, reconciles, and oversees the online Permitting system; responds to applicants/residents regarding questions/processes.
  • Balances and prepares weekly turnover report of all tax payments to the Treasurer.
  • Supervises computerized payroll procedures; prepares and mails checks for accounts payable on approved warrant; prepares accounting records with monthly and quarterly reports.
  • Assists/reconciles Payroll and Benefits records; responds to Unemployment requests.
  • Invests and transfers funds in the absence of the Treasurer/Collector.
  • Oversees and assists the Payroll/Benefits Coordinator with daily operations such as new-hire enrollment, life-event changes, and terminations.
  • Serves as the primary contact for staff concerning health, dental, vision, life insurance, and retirement benefits; leads the annual open enrollment process.
  • Performs similar or related work as required or directed.

Requirements

  • High school education and three years of experience in municipal accounting; or an Associate’s degree with courses in accounting; or equivalent combination of education and experience.
  • Must work towards certification as a Certified Massachusetts Municipal Treasurer and/or Certified Massachusetts Municipal Collector.
  • Must be able to be bonded.

Skills

  • General knowledge of laws and methods pertaining to municipal finance and accounting.
  • Working knowledge of computer applications for accounting and financial management (MUNIS, Vadar, OpenGov, KVS).
  • General knowledge of local government operations and procedures is helpful.
  • Ability to handle inquiries and complaints tactfully and effectively.
  • Ability to maintain complex records and prepare reports.
  • Ability to maintain effective accounting procedures and carry out assigned projects to completion.
  • Strong communication skills, both verbal and written.
  • Ability to work well with employees in all departments.
  • Skill in accounting methodologies, equipment, and systems.
  • Aptitude for numbers and details; good organizational skills.

Physical Requirements

  • Frequently required to sit, talk, and listen; walk, use hands to handle objects, tools, or controls; and reach with hands and arms.
  • Must be able to use a keyboard efficiently.
  • Requires lifting and carrying materials up to 10 pounds.
  • Intermittent reaching, crouching, and similar activities.
  • Vision and hearing at or correctable to normal ranges.

Pay

$61,516 - $80,949 (DOQ)
