About the role
Provides professional, administrative, technical, and supervisory work in planning, managing, developing and coordinating the Town’s horizontal (water, sewer, roads) and marine infrastructure. Prepares and administers budgets; analyzes, recommends, plans for and implements improvements; assists the Town Engineer in directing and managing the operations of the Engineering Section.
Responsibilities
- Plan, design, and oversee construction for a broad spectrum of large, complex infrastructure projects in Massachusetts
- Prepare and administer budgets for municipal engineering projects
- Conduct cost analyses, value engineering, and cost management for large-scale construction
- Prepare comprehensive reports and administer grants
- Interpret and follow engineering and architectural plans
- Ensure compliance with state and federal rules and regulations governing public construction
- Manage contract administration and project management in accordance with Massachusetts procurement laws
- Supervise, assign, and evaluate the work of subordinates
- Collaborate in a team environment and engage effectively with a variety of stakeholders
Requirements
- Bachelor’s Degree in civil or ocean engineering
- Seven or more years of progressively responsible experience in planning, design, and construction of large complex projects in Massachusetts
- Three years of supervisory experience
- Registered as a professional civil engineer in the Commonwealth of Massachusetts
- Massachusetts Class D driver’s license
Skills
- Thorough knowledge of civil or ocean engineering principles and practices
- Familiarity with materials, methods, and techniques of public works construction
- Technical expertise in design, construction, and inspection of municipal projects
- Proficiency in computer applications related to engineering (CAD, design software, word processing, spreadsheets, databases, PowerPoint)
- Strong communication, presentation, and supervisory skills
- Ability to develop and manage large construction budgets
- Team-oriented attitude with demonstrated ability to work collaboratively
