About the role

This is an administrative and technical position that assists the Reclaimed Water Production Manager in the responsible management of the operation of the Reclaimed Water Treatment Plant, reclaimed water augmentation facilities, reclaimed water distribution and storage system and related facilities.

Responsibilities

  • Assists in management of reclaimed water treatment plant operations including maintenance, electrical, and electronics functions and staff of the Division.
  • Responsible for managing assigned projects at the reclaimed water treatment plant and associated facilities citywide.
  • Responsible for mentoring, coaching, discipline and training of staff.
  • Aids in the preparation and monitoring of operating capital budgets for the Division.
  • Aids in developing, improving, and maintaining the asset management plan for the Division.
  • Develops, Directs, and Maintains all administrative record keeping, clerical functions, routine accounting, and inventory control in electronic & paper format for the Reclaimed Water Production Division.
  • Assists in planning and management of process modifications.
  • Develops and implements initiatives supporting treatment processes and facilities improvements.
  • Aids in the preparation of council agenda items and address, inform, and defend agenda items as necessary.
  • Plans, develops, manages, and coordinates educational initiatives to meet plant operator’s regulatory requirements and professional development needs.
  • Aids in managing water quality at the reclaimed treatment plant and throughout the reclaimed distribution system.
  • Aids with planning, organizing and directing the uninterrupted operation of a complex treatment plant, pumping stations, wells, storage tanks, etc. to maintain operations within permit parameters and meet reclaimed water demands.
  • Reviews and audits reclaimed water demand versus production. Ensures accuracy of production figures through monitoring, meter calibration maintenance, and remedial action to correct discrepancies.
  • Inspects plant equipment as necessary and orders operating supplies and equipment as necessary.
  • Aids in the development of policies and procedures dealing with operational or maintenance matters, safety, public relations, etc.
  • Aids Plant Manager with emergency management procedures such as hurricanes and other storm events, floods, fires, etc.
  • Aids Plant Manager with Homeland Security response and protocols for breach of security of the Water Treatment Plant and related facilities.
  • Protects the health, safety and welfare of the Citizens of Port Orange and protects the surrounding environment by ensuring that the Advanced Complex Reclaimed Water Treatment Facilities’ reclaimed water effluent meets all federal and state regulations and parameters.
  • Checks chemical inventory to ensure that there are the proper amounts of chemicals on hand to operate the plant and orders as needed.
  • Develops, directs, and maintains all administrative record keeping, clerical functions, routine accounting, and inventory control in electronic & paper format for the Reclaimed Water Operations Division.
  • Prepares annual reports, program analysis and management objectives.
  • Adheres to the monitoring and reporting requirements established by the Florida Department of Environmental Protection, US EPA and St. Johns River Water Management District.
  • Prepares reports for the Plant Manager.
  • Aids in preparation of annual SERC Tier II report for East Central Florida Regional Planning Council and State Emergency Response Commission.
  • Aids the Plant Manager with contact with the public and regulatory agencies...
  • Attends work promptly and regularly.
  • Performs related work as required.

Qualifications

  • Education and Experience: Associate's degree in environmental science, Business or Public Administration or related field. A combination of education, training, and experience may be substituted to meet minimum qualifications.
  • Experience: Five (5) years’ experience in the operation of a water system.
  • Certifications, Licenses, and Registrations: State Certificate Class A Wastewater Operator License issued by the Department of Environmental Protection (DEP). Valid Florida Driver’s License.

Skills, Knowledge, and Abilities

  • Knowledge of the standard practices and legal requirements of operating a reclaimed water treatment plant.
  • Knowledge of the practices of operating and maintaining a lime softening plant and well collection system.
  • Thorough Knowledge of the Reclaimed Water Treatment Plant Risk Management Plan and Process Safety Management Plan.
  • Knowledge of the machines, equipment and materials related to reclaimed water treatment plants and all pump stations.
  • Knowledge of City’s finance and purchasing policies.
  • Basic knowledge and understanding of the principles of accounting.
  • Ability to conduct meetings and training sessions.
  • Knowledge and abilities in the practices and principles of project management.
  • Knowledge of chemicals and laboratory procedures for treatment plants.
  • Ability to read, analyze, and interpret work related documents.
  • Ability to write correspondence, memos, and other documentation in Standard English text.
  • Ability to effectively present information in written and oral format to individuals and small or large groups.
  • Ability to comprehend and apply principles of mathematical concepts related to this position such as arithmetic, basic algebra and geometry.
  • Ability to identify problems and review related information to develop and evaluate options and implement solutions that are in accordance with laws, ordinances, and established principles.
  • Ability to follow and interpret instructions furnished in various formats.
  • Computer skills, including experience in software applications appropriate to this position. These include Microsoft Word, Excel, Power Point, Outlook, Publisher, and Photo Shop.
  • Familiarity with applicable telemetry and operational interface software.
