Assistant Public Works Director - Water Utilities
About the role
The City of Oxnard's Public Works Department is seeking an Assistant Public Works Director for Utilities (Water, Wastewater, and Stormwater).
Responsibilities
- Plan, manage, and oversee specific activities and operations of the Public Works Department including field operations and maintenance of water, wastewater, and recycled water.
- Coordinate assigned activities with other City departments and outside agencies.
- Perform responsible and complex administrative work, including long-term and master planning, and assessing and implementing process improvements and best practices.
- Directly work with and oversee engineering work and assigned staff for water/wastewater utilities including associated Capital Improvement Program (CIP) projects.

Requirements
- Education: A Bachelor’s Degree in Engineering, Business Administration, Construction Management, Public Administration, or a related field.
- Experience: Five to seven years of experience in Public Works, Administration, and Water/Wastewater operations leadership, three years of staff management and supervision.
- Certifications: Possession of one of the following valid certifications: SWRCB Grade 4 Wastewater Treatment Operator, SWRCB Water Distribution Operator D4, SWRCB Water Treatment Operator T4.
- Other Requirements: Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.
Qualifications
- Education: A Master’s Degree.
- Experience: Experience in the Public Sector.

An effective communicator with broad experience and expertise in all facets of water and/or wastewater utilities, possessing extensive expertise in managing staff and creating organizational structure and a sense of team and purpose. As this position interacts with a variety of internal and external stakeholders, exceptional interpersonal skills and political acumen are of the utmost importance. A proven track record of creating efficiencies and implementing best practices and industry standards, while establishing clear procedures and policies, both written and verbal. A background in effectively engaging with labor unions and ensuring positive outcomes is critical. A passion for public service, especially serving an underserved community.
Benefits
- Competitive salary of $142,919.52 to $228,669.69, negotiable based on experience and qualifications.
- Retirement membership: Classic 2% at 55, New 2% at 62.
- Deferred compensation program.
- Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service with the City of Oxnard.
- Administrative Leave of 40 hours per fiscal year.
- Tuition reimbursement of 100%, up to $5000 per fiscal year.
- City will contribute $2,054.00 monthly towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back with proof of other qualifying coverage.
- The City will continue to provide $66.79 per month towards dental insurance.
- One-Time Cash Payments: In lieu of cost of living adjustments, the City will provide a one-time cash payment for the years specified below.
Pay
$142,919.52 to $228,669.69 annually.
Schedule
Working a 9/80 schedule with every other Friday off (an extra 26 days off in the year).
