Job Responsibilities
The mission of the South Carolina Department of Education is to serve students, support teachers, empower parents, and engage the community so that every student graduates prepared to reach their full potential.
Responsibilities
- Directs the payroll management function to ensure compliance with state and agency requirements, including time and leave administration.
- Manages the benefits function to ensure compliance with state and agency requirements, overseeing programs such as health, retirement, FMLA, parental leave, and coordinating arrears payments.
- Affirms and recommends enhancements and modifications to existing functional areas to improve accuracy and efficiency.
- Collaborates with the human resources team to assess and evaluate processes to increase efficiency and provide a responsive and effective human resources program for the agency.
- Manages the EEO data and reporting requirements established by the state.
- Manages the agency telecommuting program according to established requirements and state compliance.
Requirements
- A bachelor's degree and relevant human resources experience.
- Preferred qualifications include 8-10 years of experience with SCEIS or SAP program, 5-7 years of management experience, knowledge of state government human resources policies and regulations, knowledge of overtime and compensatory time rules and regulations, knowledge of state employee benefits policies and procedures relevant to state government payroll processing, knowledge of federal laws and state regulations affecting human resources management, knowledge of management and organizational concepts, ability to establish and maintain effective working relationships, ability to analyze needs and resources and recommend and communicate solutions effectively, ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures, ability to direct and advise technical staff members.
Qualifications
- Knowledge of state government human resources policies and regulations.
- Knowledge of overtime and compensatory time rules and regulations as they apply to state employees.
- Knowledge of state employee benefits policies and procedures relevant to state government payroll processing.
- Knowledge of federal laws and state regulations affecting human resources management.
- Knowledge of management and organizational concepts.
- Ability to establish and maintain effective working relationships.
- Ability to analyze needs and resources and to recommend and communicate solutions effectively.
- Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures.
- Ability to direct and advise technical staff members.
Skills
- Strong interpersonal and communication skills.
- Excellent problem-solving and decision-making abilities.
- Proficiency in Microsoft Office Suite.
- Experience with HRIS systems such as SCEIS or SAP.
