Assistant Highway Occupancy Permits Manager (Transportation Construction Manager 1)
About the role
This position focuses on reviewing Highway Occupancy Permit applications, coordinating analytical reviews, and guiding field inspection activities across the district. Your responsibilities will involve working with engineers, consultants, and applicants to ensure project compliance and support safe access to state highways.
Responsibilities
- Permit Evaluation: Conduct detailed reviews of plans, specifications, and materials to determine compliance with state standards
- Field Inspection Oversight: Direct subordinate supervisors in inspecting project sites before and after permit activities
- Technical Support: Guide staff and applicants through design changes and occupancy permit requirements
- Project Analysis: Request and review field data such as traffic counts and sight distance to evaluate project impacts
- Consultant Management: Coordinate consultant engineering reviews and assess complex or overflow project referrals
- Inter-Unit Coordination: Ensure traffic studies and hydraulic reviews are completed by the appropriate district units
Requirements
This particular position also requires a valid Class C driver's license that is not under suspension. You must meet the PA residency requirement.
Qualifications
- Minimum Experience and Training Requirements: One year of experience as a Transportation Construction Inspector Supervisor (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Four years of experience in construction inspection, including one year in a supervisory capacity; and graduation from high school or equivalent certification of formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non-supervisory experience;
- Other Requirements: Any equivalent combination of experience and/or training which provides the required knowledge, skills, and abilities.

Schedule
Full-time employment. Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch. This position may be eligible for alternate work schedule (AWS). Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
