About the role

The Assistant General Manager (AGM) assists the General Manager in overseeing all operational aspects of a development/asset and assumes partial operational control in the GM’s absence.

Responsibilities

  • Manage the Assistant General Manager and other site-specific administrative staff
  • Oversee and implement site-specific operational policies and procedures to ensure maximum employee performance
  • Implement regulatory compliance efforts and coordinate leasing activities (continuous occupancy management, move-ins/vacates/turnover)
  • Support and manage on-site LIHTC and/or Section 8 administration and compliance
  • Oversee payroll, paid time off, and staff overtime for site employees
  • Follow up on violations issued by City, State, and Federal agencies
  • Procure vendors, services, and materials transparently in accordance with C&C policies; review and approve invoices aligned with budget projections
  • Aggregate and mitigate pre-acquisition Housing Quality Standards (HQS) violations, including uploading completed NE-2 forms to the Division of Tenant Resources (DTR) portal
  • Oversee implementation of resident accounts receivable collections and legal arrears processes
  • Oversee rent collection and resident arrears outreach following NYCHA guidelines
  • Work with counsel and other parties on tenant arrears, insurance matters, and other legal issues
  • Pursue tenant arrears and initiate non-payment proceedings
  • Oversee BAEZ (mold survey & remediation) mitigation and reporting per NYCHA requirements
  • Monitor and supervise staff responsible for all trackers required by C&C management, NYCHA, government entities, partners, etc.
  • Coordinate with Builders on construction and resident relocation
  • Track and monitor monthly resident outreach notifications; work closely with social services, community affairs, and community leader teams
  • Prepare and submit NYCHA-related reports no later than the 5th of each month
  • Work closely with Development, L+M Builders teams, and related partners, stakeholders, and ownership groups
  • Enact and enforce organizational initiatives and SOPs
  • Monitor performance of direct reports and coordinate with HR on progressive disciplinary measures
  • Play a critical role with development teams in executing short- and long-term initiatives across residential and retail components
  • Oversee incident reporting to ensure all parties (site security, leadership, insurance, legal) are engaged and details are recorded
  • Manage the violation process to completion
  • Ensure effective handling of CAM charges/allocations, multi-entity cost-sharing allocations, AR/AP, MOR variance explanations, operating and CAPEX budget preparation
  • Support the leasing team on renewals, lease terminations, and negotiations
  • Liaise with Community Affairs to incorporate resident feedback into property operations and support L+M/C&C initiatives; collaborate with social services teams/agencies to support at-risk residents
  • Maintain accountability and provide direct leadership in supervising agency-specific inspections (REAC, MOR, API, etc.)
  • Work closely with Asset Management and partners to drive value and control expenditures
  • Manage all CAPEX projects; collaborate with AM, builder’s group, and RM on bidding, leveling, and execution of contract documents
  • Manage retail/commercial operations pursuant to lease agreements
  • Manage the unit turnover process, including bid-leveling, estimating, and awarding
  • Strategize and coordinate major projects/initiatives and PILOT programs as trend-setters for the portfolio
  • Engage as the direct point of contact for agency officials/representatives (HPD, HCR, DCA, NHA, HMFA, ESDC, HUD, NYCHA, etc.)
  • Coordinate BBRI, OCAF, MU2M efforts, including direct submissions when required
  • Conduct property inspections to verify maintenance work and identify areas needing attention
  • Ensure staff are trained in required applications and tools; confirm staff understand roles, responsibilities, and desired outcomes
  • Attend Tenant Association meetings as necessary
  • Work closely with the security team on security-related initiatives

Requirements

  • Bachelor’s degree preferred or a combination of work experience, education, and professional designations/certifications
  • Preferred certifications: RAM, ARM, AHM, LIHTC, CPM
  • 3+ years of experience in Property Management Operational roles with a college degree — or — 4+ years of experience in a direct APM/AGM role at similar scale/scope properties without a college degree

Additional Knowledge, Skills and Abilities

  • Proficiency in Microsoft Office applications
  • Proficiency in Yardi required
  • Experience in residential housing (market-rate and/or affordable) and regulatory compliance
  • Strong understanding of building finance and PM-specific financial reporting
  • Strong understanding of regulatory compliance (Rent-Stabilization/Fair Housing/Section 8, etc.)
  • Building system knowledge required
  • Project management experience
  • Exemplary customer service skills
  • Ability to complete tasks/projects on time
