About the role
The City of San José is seeking a talented leader with strong management and significant experience as a rental housing professional to serve as Assistant Division Manager of Rent Stabilization and Eviction Prevention.
Responsibilities
- Managing the implementation of all aspects of the Apartment Rent Ordinance (ARO), Tenant Protection Ordinance (TPO), Ellis Act Ordinance (EAO), and Mobilehome Rent Ordinance (MRO).
- Maintaining, reviewing, and improving procedures, manuals, and systems used in program operations.
- Monitoring current housing, policy, and legislative issues related to rent-stabilization programs and trends.
- Writing and presenting comprehensive, concise, and clear reports, memos, newsletters, and other communications.
- Supporting the coordination of intradepartmental and cross-departmental activities; working with other City departments and divisions, community groups, outside agencies, and businesses.
- Collaborating with rent stabilization programs across the State of California to share best practices regarding program administration and outreach.
- Overseeing the mediation/arbitration hearing process, including recruitment and retention of Hearing Officers and Mediators, reviewing staff reports and appeals, tracking performance, and reviewing hearing outcomes.
- Overseeing enforcement activities addressing violations of the Program Ordinances.
- Overseeing the annual fee and billing process in coordination with Code Enforcement and Information Technology.
- Overseeing and evaluating program budgets and developing the annual Rent Stabilization Program fees and fee billing process.
- Cooking up regular communication with internal Departmental teams and other City departments as needed to implement the program, including the Department of Planning, Building, and Code Enforcement and the City Attorney’s Office.
- Developing performance metrics and outcomes, reports, and analyses to facilitate monitoring, enforcement, and compliance with Rent Stabilization Program requirements.
- Ensuring provision of excellent customer service for tenants and apartment owners, and mobilehome park owners and residents.
- Proactively identifying potential areas for improvements in program design and implementation.
- Ensuring program compliance with the Department Language Access Program.
- Maintaining strong relationships with external partners and service providers.
Requirements
- Education: Bachelor’s Degree from an accredited college or university in architecture, planning, public or business administration or related field.
- Experience: Five (5) years of professional analytic or professional administrative experience which includes at least two (2) years of progressively responsible experience in housing, development, or redevelopment and at least (2) years of supervisory experience.

Benefits
The City of San José offers a competitive salary range for this position, with a salary range of $150,550.13 - $188,669.31, including an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidates' qualifications and experience.
