Assistant Director Power

About the Role

The Assistant Director Power plans, schedules, manages, coordinates, and directs the Office of Power functions. The incumbent assists with effective management and support of Capital Power projects for both High Voltage and Low Voltage SOGR. This role ensures standard operating procedures, maintenance control policies, and other governing documents are developed, updated, and adhered to, while also ensuring employees are properly trained and equipped. The incumbent assists in maintaining communication with utility providers for effective coordination of planned and unplanned outages and works directly with the Senior Director Power and other senior leadership to accomplish the Authority's objectives.

Responsibilities

  • Prepares periodic reports to assess possible problems, trends, or other items of concern for senior leadership.
  • Conducts special studies and investigations and acts as a special project officer as directed.
  • Plans, directs, coordinates, and manages all aspects of budget preparation and execution for POWER operations, including goals, productivity levels, work standards, priorities, and compliance with technical and administrative activities.
  • Serves as department representative to branch offices, outside consultants, and contractors.
  • Ensures all new POWER designs are state-of-the-art and responsive to user needs.
  • Assists in managing and coordinating POWER department resources to ensure activities are accomplished efficiently, safely, and economically in conformance with assigned mission, goals, and objectives.
  • Ensures all assigned Authority maintenance systems meet government regulatory agencies and Authority standards, with special consideration for the safety of patrons and employees.
  • Plans, directs, coordinates, evaluates, and analyzes the performance of field operations using information from varied sources (e.g., Equipment Availability, Reliability Analysis, Section Weekly Activity Reports, Quarterly and Semi-Annual Status Reports) and takes action to increase efficiency and effectiveness.
  • Attends and participates in high-level meetings, hearings, and planning sessions within and outside the Authority (e.g., COG, AREMA, TRB, APTA, FTA) related to the execution of the Office of POWER's functional responsibilities.
  • Plans, coordinates, manages, and directs the POWER training program to ensure activities are accomplished efficiently, safely, economically, and in compliance with the Authority’s mission and goals, including providing comprehensive training and certification for required POWER employees.
  • Performs special assignments specified by senior leadership.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions, fostering a positive safety culture and encouraging reporting of safety concerns.

Requirements

Knowledge

  • Extensive knowledge and understanding of state-of-the-art in relevant POWER activities.
  • Thorough working knowledge of the principles of manufacture, operation, and maintenance of rail equipment.
  • Extensive and comprehensive knowledge of principles and practices of administrative and technical support management, quantitative analysis, and data processing to develop management information systems.
  • Thorough knowledge of, or the ability to rapidly attain a thorough knowledge of, the Authority’s rules and regulations, rapid rail transit operational plans and procedures, and Collective Bargaining Agreements.
  • Extensive knowledge of principles, techniques, and practices of POWER maintenance procedures and administration, including emergency operations and failure modes in POWER.

Skills

  • Skilled in communicating effectively, both orally and in writing.
  • Skilled in dealing courteously and effectively with others.

Abilities

  • Proficient in using MS Office Suite, personal computers, and AIMS (Automating Information Management System).

Supervisory Responsibility

  • Supervises the work of others, including planning, assigning, scheduling, and reviewing work to ensure quality standards.
  • Responsible for hiring, terminating, training, developing, reviewing performance, and administering corrective action for staff.
  • Plans organizational structure and job content.

Qualifications

  • Minimum Education: High school diploma or GED and vocational or technical training in an electrical engineering/maintenance discipline.
  • Minimum Experience: A minimum of ten (10) years of progressively responsible experience in the rapid transit industry, including a strong engineering management background with demonstrated experience in managing and administering a comprehensive POWER organization.
  • Minimum Certification/Licensure: Valid Driver’s License; Roadway Worker Protection (RWP) Certification, Level 4, within six (6) months of hire and maintained for the duration of the role.
  • Preferred Qualifications: Experience in rapid transit POWER.
