Assistant Director of Engineering

About the Role

Manage day-to-day operations of the Engineering department, providing technical direction, quality control, scheduling, and asset allocation. Assist in developing and achieving the MSD's Engineering department's strategy and budget preparation and execution. Support the Director of Engineering and Assistant City Engineers for the member jurisdictions.

Qualifications

Bachelor's degree from an accredited college or university in Civil Engineering or Civil and Environmental Engineering; current State of Utah Professional Engineer (PE) license or ability to become licensed within six (6) months of hire if licensed in another state. Four (4) years of post-license experience, with at least two (2) years in a project management or management capacity. Education may not substitute for required experience. Preference given to candidates with a master's degree in civil engineering or a closely related engineering field. A valid Utah Driver's License is required at the time of hire.

Responsibilities

• Manages the Engineering Department with the Director of Engineering.
• Develops a work plan for the annual element of the Capital Projects 5-year and long-range 20-year plans for the MSD's member jurisdictions.
• Assigns projects and assists with scoping, public involvement, environmental considerations, alternative analysis, design considerations, specifications, estimates, and coordination with other agencies.
• Oversees and coordinates storm drain review and design, structural plan reviews, roadway engineering, transportation engineering, the stormwater quality program, and flood insurance program for the MSD.
• Monitors project progress and costs; oversees preparation of project budget requests.
• Reviews work products for quality control; recommends projects to be bid and engages and oversees consultants.
• Supervises subordinates: makes hiring recommendations; trains and manages staff; conducts performance evaluations and addresses disciplinary problems; assigns and schedules work; reviews and approves technical work; directs development of engineering standards.
• Resolves complex engineering problems; develops, researches, and recommends adoption of technical standards.
• Prepares and coordinates annual update of 5-year Capital Improvement Plan and 20-year Financial Plan for the member jurisdictions.
• Manages inter-local infrastructure improvement program agreements with cities and other agencies.
• Coordinates with other jurisdictions, contractors, agencies, and designers to resolve problems.
• Works within and understands the requirements of the FEMA National Flood Insurance Program (NFIP).
• Represents the MSD and member jurisdictions at public meetings; presents expert testimony at legal proceedings as required.
• Resolves citizen complaints by investigating, determining solutions, and following through.
• Provides technical engineering expertise, determines resolutions and solutions to complex engineering problems, develops engineering standards, and recommends adoption.
• Assists with Emergency Operations; leads emergency operations as necessary.
• Develops and manages section and project budgets in compliance with applicable permits and policies.
• Ensures adherence to applicable laws, regulations, codes, and policies.
• Ensures hydrologic and hydraulic design calculations are correct and that requirements are met for capital facility plan and impact fees.
• Assists in efforts to preserve and enhance water quality in county streams and meet federal stormwater regulations and requirements.

Working Conditions

Position requires work in a wide variety of conditions, from a typical office setting to field work. This role involves intermittent exposure to stressful situations as a result of human behavior. The employee is frequently required to sit, walk, move, talk, and hear. The employee must use hands and fingers, handle and feel objects, tools, or controls, and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision and the ability to adjust focus. The employee may be required to travel to attend conferences, training, outreach, and other events that occur weekly, monthly, quarterly, or annually.
