About the role
This position assists in planning, directing, and administering Engineering Division activities and provides engineering input on complex public works projects, civil engineering evaluations, and floodplain administration. It supports county staff on floodplain matters, drainage projects, grading permits, and reviews civil engineering requirements for proposed subdivisions.
Responsibilities
- Oversee Survey, Construction Project Management, and Floodplain Administration work teams
- Assist with budgeting for capital projects (county roads and floodplain mitigation) and the division's annual budget
- Ensure all safety policies and procedures are followed
- Assign work, supervise employees, and handle hiring, scheduling, performance evaluations, grievances, training, time off, promotions, salary increases, and disciplinary actions
- Provide technical input to develop in-house designs for road improvement, maintenance, drainage, and flood mitigation projects; oversee preparation of exhibits, maps, and legal documents
- Provide technical support and oversight for floodplain permitting (National Flood Insurance Program, Gila County Floodplain Management Ordinance, State requirements), drainage permitting (Gila County Grading and Drainage Ordinance), and right-of-way permitting (Gila County Right-of-Way Ordinance)
- Liaise with consultant engineers, providing input and feedback during design to ensure county compliance
- Assist in preparing a 5-year paved road maintenance plan for capital outlook and annual budgeting
- Prepare board agenda items and present to the Board of Supervisors for project approval and funding; conduct work sessions and respond to Board information requests
- Provide public information via meetings or media, support staff and elected officials at public meetings, and resolve public complaints
- Verify and place civil engineering seal on the annual ADOT county road miles report for HURF determination, complying with A.R.S. Title 11, 561-563
- Supervise assigned staff, support individual work objectives, and provide technical engineering assistance
- Perform other duties as assigned
Qualifications & skills
- Registered Professional Civil Engineer in the State of Arizona or ability to obtain within six months of hire
- Bachelor's degree in Civil Engineering or related field
- Six years of professional civil engineering experience including supervisory responsibility
- Valid Arizona driver's license
- Knowledge of civil engineering principles, practices, and methods applicable to public works and floodplain administration
- Knowledge of federal, state, and local laws and regulations governing floodplain management, drainage, and right-of-way
- Knowledge of budgeting, capital project planning, and road maintenance programs
- Ability to supervise, train, and evaluate staff; communicate effectively orally and in writing; establish effective working relationships
- Skill in reviewing subdivision development plans, grading permits, and engineering designs
- Skill in preparing exhibits, maps, legal documents, and board agenda items
