About the role
The Franchise Tax Board's (FTB) Technology Services Division is seeking a senior leader with demonstrated technical leadership experience and skills to serve as an Assistant Bureau Director for its Enterprise Tax Systems Bureau. This role plays a critical role in the growth and success of the software development team, focusing on FTB's Case Management system and Taxpayer Folder systems.
Responsibilities
- Lead or direct complex enterprise level projects to ensure they meet their scope and are completed timely and within budget.
- Oversee all phases of the software development lifecycle to ensure FTB's technical solutions meet or exceed FTB's operational needs.
- Foster an environment of professional growth by mentoring several software development teams to help team members reach and maintain their full potential.
- Collaborate with various software development and cross-functional teams to coordinate schedules, priorities, project activities, initiatives, and other time-sensitive customer needs.
- Support FTB's leadership team with strategic planning to ensure the Bureau continues to meet FTB's evolving business needs and expectations.

- Experience planning and coordinating complex, cross-functional workloads, ensuring tasks are completed accurately and on time.
- Demonstrated experience in identifying, mitigating, and managing risks to ensure project deliverables are met within budget and schedule constraints.
- Demonstrated leadership experience fostering a collaborative and innovative team culture, mentoring diverse staff, and promoting an inclusive environment that values diverse perspectives and encourages professional growth.
- Applied knowledge of software development and architectural best practices related to security, accessibility, reliability, scalability, and performance.
- Demonstrated strategic and innovative thinking, with a history of adopting and implementing emerging technologies and supporting teams through organizational change.
- Ability to adapt to shifting priorities, changing technologies, and evolving organizational needs, while maintaining a proactive approach to staying current with industry trends and their relevance to FTB’s strategic goals.
- Strong decision making and negotiation skills, with the ability to develop solutions and make concessions that support the broader goals of the Division and the Enterprise.
