Assistant Attorney General, Ratepayer Advocacy

About the role

The Virginia Office of the Attorney General is seeking an attorney to join its Ratepayer Advocacy Section (formerly, Insurance and Utilities Regulatory Section) in Richmond. The Ratepayer Advocacy Section carries out the responsibilities of the Attorney General’s Division of Consumer Counsel “to represent and be heard on behalf of consumers’ interests” before governmental bodies under Code § 2.2-517(B). In this capacity, the section engages in matters relating to energy (electric and gas utilities), water utilities, telecommunications companies, and insurance companies. The position is a General Public recruitment (Pay Band UG) with the Office of the Attorney General.

Responsibilities

• Represent the Office’s Division of Consumer Counsel primarily in state regulatory proceedings before the Virginia State Corporation Commission and Supreme Court of Virginia, and in federal administrative proceedings at the Federal Energy Regulatory Commission
• Serve as a litigation attorney, including drafting pleadings and discovery, representing the Office in public hearings, and presenting oral and written legal argument
• Provide advice and assistance on other matters related to the regulation of the above industries, including legislative issues before the Virginia General Assembly

Qualifications

• Minimum of one (1) to five (5) years of relevant experience in regulatory or administrative litigation involving electric, natural gas, or water utilities, or telecommunications or insurance companies
• Academic or professional background in accounting, economics, finance, and/or engineering
• Excellent written and verbal communication skills and analytical ability
• Ability to interact effectively with state government officials
• Ability to work both independently and as a team member
• Admission to the Virginia State Bar required

Pay

Hiring range: $84,500 – $104,200 (Pay Band UG)
