ASSESSOR I, REAL PROPERTY

This recruitment establishes an eligible list exclusively for vacancies at the Harford County Assessment Office. Candidates interested in future openings at other locations must submit new applications when those recruitments are announced.

About the role

An Assessor I, Real Property is the entry-level position performing real property assessments. Employees learn to appraise residential real property at fair market value for use in calculating real property taxes. Property inspections are required in all weather conditions.

Responsibilities

• Inspect residential real property and record technical details to update and maintain departmental property records following established guidelines in the Maryland Assessments Procedures Manual.
• Prepare and conduct appeal hearings at the Supervisor, Property Tax Assessment Appeals Board, and Maryland Tax Court levels to defend the Department's estimate of value.
• Record technical data into the Assessment Administrator & Valuation System (AAVS) to maintain and update departmental property records.
• Analyze existing market data and apply standard appraisal techniques to determine the value of land or buildings in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessments Procedures Manual.
• Interview property owners by telephone and in person to gather and verify assessment-related information.
• Inspect new residential construction and record technical details to add new improvements to the assessment rolls.
• Determine current and base full cash values for residential new construction using AAVS and other property valuation tools.
• Provide assessment-related information to the general public to explain valuation techniques, departmental policies, and legal mandates regarding property valuation.

Requirements

• Four years of appraisal experience involving the valuation of real property.
• Bachelor’s degree from an accredited college or university may substitute for the required experience.
• Must be willing to work in Harford County.
• Possession of a motor vehicle operator’s license valid in the State of Maryland, if assigned duties requiring operation of a motor vehicle.
• Daily use of a motor vehicle may be required; standard mileage allowance will be paid for use of a privately owned vehicle.
• Upon appointment, employees possessing a real estate broker or sales license, or a license to sell insurance, must place the license in an "Inactive" status.
• Prohibited from participating in any outside activity, including private appraisals, that may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.

Qualifications

• Relevant coursework in Math, Engineering, Business, or Real Estate.
• Licenses in one of the following: Real Estate Sales License, Real Estate Broker License, or Appraiser License.
