Position Summary
This role is responsible for capital projects delivery and collaborative stakeholder relationships with terminal area leads and other staff in developing and executing the infrastructure project portfolio.
Key Responsibilities/Duties
- Manage and Negotiate Projects and Portfolio Development and Delivery
- Leads all aspects of the capital projects portfolio within assigned area and assigns resources to each project to optimize completion within priorities and fiscal constraints
- Acts as a member of PCM senior management team, coordinating common issues and resource allocations while implementing best management practices
- Works as a management and technical professional and through assigned resources, oversees projects from planning through delivery, meeting the needs of the budget owners that are compliant with the Texas Water Code and Professional Practices
- Tracks and reports performance through data analysis and monitoring Key Performance Indicators (KPI’s), measurable cost benchmarks, and vendor quality management
- Reviews and coaches project team members’ work for technical completeness
- Prepares and reviews others’ technical documentation and final reports for quality
- Evaluates designs, drawings, specifications, estimates, and reports necessary for the preparation of construction documents and project solicitation packages
- Evaluates proposals from consultants and contractors and negotiates scope, time and prices of work and contracts to ensure fair and equitable outcomes aligned to Port Houston policies
- Maintains knowledge of state of the art practices, trends, and innovations for project and construction management
- Maintains field presence with site visits, understanding asset conditions, and leads in the development of project recommendations and repairs
- Enhance Internal Stakeholder Relationships, Shared Goals and Collaborative Planning
- Serves as the primary point of contact for area/terminal stakeholders
- Facilitates outreach to coordinate, communicate, inform and negotiate with others to promote alignment across planning, operations, maintenance and project execution
- Prepares and presents detailed reports, presentations and recommendations for senior leadership, division management and internal stakeholders including highlights for division reports to senior management and Port Commissioners
- Prepares Requests for Commission Action and associated documents
- Act in accordance with Port Houston core values
- Perform other duties as required
Education/Experience
- Bachelor's degree in engineering or related discipline (Civil, Structural, Marine, Electrical, etc.), Construction Management, or Architecture or related major in a public or accredited private academic institution required
- Master’s degree preferred
- 10+ years of relevant experience with progressive responsibilities preferred, including:
- ~5+ years of related professional engineering experience highly preferred
- ~5+ years of related professional project management experience preferred
- Project Management Professional (PMP) Certification preferred
- Texas Professional Engineer License preferred
- Previous client interaction and supervisory experience leading a team required
Knowledge, Skills, Abilities And Behaviors
- Knowledge of the design and preparation of plans and technical specification writing for engineering projects
- Knowledge of construction techniques and sequences
- Knowledge of mathematical and scientific principles used in civil engineering
- Knowledge of Port Houston professional services contracts, construction contracts and financial budgeting
- Organization, time management and prioritization skills
- Ability to read construction drawings and building codes and evaluate product technology by reviewing trade journals and manufacturers’ recommendations
- Ability to concentrate and observe details while being interrupted
- Ability to meet deadlines on routine basis
- Ability to communicate effectively and persuasively with Engineers, consultants, surveyors, executives, outside government entities, and members of the public
- Ability to perform written calculations and produce project documentation
- Ability to establish and maintain effective working relationships
- Ability to work without extensive direction or supervision
- Must exhibit a proficiency in oral/written communications in English
- A current, valid Texas driver's license is required
- A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment
