About the role

The Office of the City Engineer is seeking an Architect for the Vertical Project Management Section (VPM). VPM provides overall project management of the design and construction projects for city-owned properties and facilities improvements outside the public right-of-way. This position manages all ranges of design and construction projects, co-managed with City client department Project Managers from departments such as the Phoenix Convention Center, Office of Arts and Culture, Parks and Recreation, Library, Police, Fire, and Public Works.

The successful candidate will manage professional service contracts using Job Order Contract (JOC), Design Bid Build, Design Build, and/or Construction Management at Risk (CMAR) delivery methods. The Architect oversees all activities and personnel involved in project implementation, including design, coordination, scheduling, construction, budget, construction management, and compliance. This position develops and oversees City Building Standards and client-specific design criteria for expansion, renovation, and new capital improvement projects. The Architect reviews City projects for ADA compliance and acts as a liaison to the Mayor's Commission on Disability Issues (MCDI).

Responsibilities

  • Manage professional service contracts and contracts utilizing various delivery methods (JOC, Design Bid Build, Design Build, CMAR).
  • Oversee all project activities, including design, coordination, scheduling, construction, budget, and construction management.
  • Develop and implement City Building Standards and client-specific design criteria for capital improvement projects.
  • Review City projects for ADA compliance and serve as a liaison to the Mayor's Commission on Disability Issues (MCDI).
  • Perform field inspections of buildings in various stages of completion.
  • Produce written documents with clearly organized thoughts using proper grammar and punctuation.
  • Supervise personnel involved in project implementation.
  • Work cooperatively with City employees, private firms, and the general public.

Requirements

  • Three years of experience in the practice of architecture.
  • Bachelor's degree in architecture or architectural engineering.
  • Must be registered as an Architect at the time of hiring, with registration in the State of Arizona obtained by the end of the twelve-month probationary period.
  • Ability to draw building plans and use graphic instructions such as blueprints and schematic drawings.
  • Perform a broad range of supervisory responsibilities.

Preferred Qualifications

  • Three to four years of relevant project management experience.
  • Related municipal experience.
  • Experience with contract negotiations, monitoring, and administering design and construction contracts.
  • Project management and design of various governmental or municipal projects.
  • Planning, managing, overseeing, coordinating, and implementing engineering and/or architectural design and construction projects.

Skills

  • Knowledge of principles and practices of architecture and architectural engineering.
  • Modern methods, techniques, and design concepts for public buildings.
  • Applicable State Statutes, County Health Regulations, and City Codes and Ordinances related to architectural projects.
  • Principles and practices of supervision.
  • Use of engineering and drafting instruments and related equipment.

Pay

Pay Range: $104,728 to $140,337.60 annually.

Hiring Range: $104,728 to $133,660.80 annually.

The actual salary offer will consider factors such as skills, qualifications, experience, education, licenses, training, and internal equity.
