Appraiser I (RFT)
Job Summary
This position is responsible for the appraisal of real property values in support of the assessment process. Work is performed and duties are carried out in accordance with established Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

Responsibilities
- Locates, measures, photographs, and inventories residential, commercial, industrial and personal property;
- Interviews property owners to verify interior components and property conditions;
- Reviews all accounts for accuracy; inputs new information into the database, including sketches and photographs;
- Communicates with the general public by phone, email, and in person to answer questions, explain the assessment process, and resolve issues and conflicts;
- Confirms and presents written and oral defenses of assessed values at quasi-judicial hearings before a panel of board members;
- Reviews, analyzes and interprets fee appraisals, brokers' opinions of values, and other appraisal documents presented in support of assessed values;
- Responds and assists the Emergency Operation Center in assessing property affected by disasters;
- Performs related duties.
Requirements
- High school diploma or equivalent;
- Specialized training in the field of work including college courses, certificate program, apprenticeship, etc.;
- Three (3) years of experience in the occupational field, sufficient to understand the major duties of the position. Such work experience includes appraisal, real estate, construction trades or construction management;
- Relevant experience and/or skills may include: Hands-on knowledge of materials, construction techniques, and building systems. Property management or development: Familiarity with property value influences. Real estate sales or brokerage: Knowledge of market values, comparable sales, and local trends.
Qualifications
- Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated;
- Must successfully pass a pre-employment drug screen, physical and background check.

Pay
- Pay Grade M1 - M5 - DOE
Schedule
- Regular employees with a regularly scheduled work week of less than forty (40) hours shall receive holiday pay on a pro-rated basis.
- Personal leave will begin accruing the first day employment, however, it will not be available until after the employee has completed three (3) months of service. Accrual rates are as follows:
- 0 through 1 years 6 Hours per pay period
- 1 through 2 years 6.93 Hours per pay period
- 3 through 5 years 8.77 Hours per pay period
- 6 through 10 years 9.7 Hours per pay period
- 11 years and longer 11.64 Hours per pay period
Additional Information
- Many properties are posted with no trespass signs, are gated, and require long walks to access.
- You may be required to use ATV’s, snowmachines, and boats to access remote property.
- Many properties are construction areas where you may need to walk on uneven terrain, through active work areas and navigate around construction materials, and equipment.
