The Public Utility Commission (PUC) is seeking a driven and creative Application Developer to join the Product Development Section. This role involves building and maintaining cutting-edge .NET applications that support internal operations and public-facing platforms used by citizens and stakeholders statewide. The position offers the opportunity to collaborate with a skilled Office of Communications team in a dynamic, mission-oriented environment.

Responsibilities

  • Design, develop, test, and deploy applications using .NET 6/7/8, Visual C#, VB.NET, ASP.NET, and related technologies.
  • Maintain and enhance existing applications while contributing to modernization and migration efforts toward newer frameworks and platforms.
  • Build APIs and integration layers that connect internal systems and enable efficient data exchange between platforms.
  • Develop and manage SQL Server database objects, including writing complex queries, stored procedures, and optimizing performance.
  • Work with stakeholders and end-users to translate business needs into technical specifications and provide technical support throughout the project lifecycle.
  • Troubleshoot and debug application problems through root cause analysis and diagnostic tools, document solutions, and implement preventive measures.
  • Ensure applications meet cybersecurity, privacy, and regulatory standards.

Requirements

  • One year as an Applications Developer 1 or Computer Programmer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of information technology experience that includes two years of experience in applications development or applications maintenance; or
  • Two years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or
  • A bachelor's degree in any information technology field.

Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

You must meet the Pennsylvania residency requirement and be able to perform essential job functions.

Schedule

  • Full-time employment.
  • Work hours: 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Part-time telework may be available, with eligibility requirements. The successful candidate is required to report to headquarters daily unless telework is approved. Telework requires a securely configured high-speed internet connection and must be within a reasonable travel distance of headquarters in Pennsylvania.
