About the role
We are seeking 2 Application Developers for a remote role; in-person attendance may be required for some on-site meetings in Oklahoma City, OK. This is a 5+ multi-year role supporting a modernization initiative to replace aging legacy systems.
Modernization context
Modernization responds to long-standing challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations.
Current state
- Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024
- Member portal modernized July 2025
- All IS resources support legacy systems while simultaneously building modernized ones
- Project charter and Software Development Life Cycle established and in practice
- Environment and foundation for modern applications defined and nearing completion

- All major systems operate on the Azure platform with improved performance, scalability, and maintainability.

Requirements
- Knowledge of modern application development frameworks, programming languages, and secure coding practices
- Knowledge of software development lifecycle (SDLC) methodologies, including Agile
- Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition
- Knowledge of client business rules, including those specific to the Pension Software System
- Familiarity with legacy systems architecture, dependencies, technologies, and integration points
- Skill in performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for client staff to review
- Skill in developing, enhancing, and maintaining application components that meet functional and technical requirements
- Skill in developing clear, actionable user stories and maintaining a prioritized backlog
- Skill in developing APIs, system interfaces, and automation workflows
- Ability to deliver high-quality work output with minimal defects
- Ability to translate technical specifications into maintainable, production-ready software
- Ability to collaborate effectively with client technical staff, analysts, testers, and project managers
- Ability to manage multiple development tasks and meet established timelines
- Ability to communicate complex concepts clearly to both technical and non-technical audiences
Required Skills
- C#, .Net, Web API, Angular 16+, SQL, Azure DevOps, GIT
- Computer Science or MIS degree with 3-5 years' experience also preferred or equivalent combination of experience and education
