About the role

The position involves supervising, assigning, reviewing, and participating in the work of staff responsible for shelter operations and field operations. It includes coordinating the organization, staffing, and operational activities for Animal Services; overseeing and directing the humane care and control of animals; and providing professional and timely public service assistance.

Responsibilities

  • Participate in the selection of Animal Services staff; provide or coordinate staff training; provide timely, accurate, and thorough Performance Reviews for supervised employees; ensure all personnel have appropriate certifications to perform animal services activities; work with employees to correct deficiencies; implement discipline procedures; maintain personnel records as required.
  • Care for and control animals including the impound, quarantine, euthanasia, and disposition of animals.
  • Coordinate the development and implementation of goals, objectives, policies, and priorities for Animal Services; identify resource needs; recommend and implement policies and procedures; administer personnel actions through subordinates to ensure compliance with City policies and procedures.
  • Respond promptly to and resolve resident complaints and inquiries.
  • Maintain records regarding the Animal Services Division activities including, but not limited to, the number and type of calls received, the number and type of animals picked up; and the preparation of statistical reports.
  • Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; and implement improvements.
  • Monitor Animal Services Division compliance with applicable laws, rules, and regulations related to providing humane animal control services.
  • Prepare and/or ensure the preparation of various reports on operations and activities including injury reports, court reports, and bite records.
  • Remain on call to respond to emergency situations and coordinate and assign work as necessary.
  • Coordinate the implementation of education programs including making presentations on television, visiting schools, and advertising animal care programs in the newspaper.

Requirements

  • Education: Associate’s degree from an accredited college, university, or vocational school.
  • Experience: One year of supervisory experience. Professional-level work experience may substitute for an associate's degree requirement. One year of professional-level work experience may be substituted for each year of required education, up to a maximum substitution of two years.
  • Experience in animal services, animal welfare, or another animal-handling profession: At least three years’ experience.
  • Licenses and Certifications: Requires a valid driver’s license. Certified by the Texas Department of State Health Services for Advanced as an Animal Control Officer or ability to obtain certification within 6 months of employment. Certified by the Texas Department of State Health Services for Euthanasia Technician.

Qualifications

  • Must be able to serve as a Notary Public; notarize a variety of documents related to City business.
  • Attend various meetings and take, transcribe, and prepare minutes as appropriate; prepare agendas and associated materials.
  • Monitor the use of City equipment.
  • Able to perform the humane euthanasia of animals when necessary.

  • Knowledge of animal care and handling techniques.
  • Ability to handle stressful situations and emergencies.
