About the Role

The California Governor's Office of Emergency Services (Cal OES) is seeking enthusiastic and motivated individuals to join the Recovery Operations Directorate as an Analyst I. This role performs analytical and administrative duties related to federal and state disaster assistance grant programs, including Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), and other disaster and non-disaster grant programs.

The incumbent will analyze and resolve governmental/administrative problems, gather and analyze data, develop and evaluate alternatives, and make recommendations to management. This position requires strong oral and written communication skills and the ability to function in an environment with demanding and changing priorities. The role involves working independently or as part of a team while managing a standard workload and responding to frequent short-term tasks.

This is a 12-month Limited-Term position located in Mather, CA, with the possibility of extension up to 24 months and/or becoming permanent. The position is eligible for a hybrid work schedule, with additional in-office days required based on business needs.

Responsibilities

  • Perform entry-level analytical tasks related to financial closeout, programmatic, and administrative requirements of disaster grant programs.
  • Analyze and resolve governmental/administrative problems of average complexity.
  • Gather and analyze large amounts of data to develop and evaluate alternatives for administrative and program-related areas.
  • Make recommendations to management based on data analysis.
  • Communicate effectively both orally and in writing.
  • Work independently or as part of a team in a fast-paced environment with changing priorities.
  • Prepare clear, concise, and accurate written products, including correspondence, issue briefs, reports, memoranda, and recommendations.
  • Maintain electronic records, tracking systems, databases, spreadsheets, and other reporting tools with accuracy.
  • Manage multiple assignments, prioritize competing deadlines, and adapt to changing priorities.
  • Review documents for completeness, accuracy, and compliance with applicable laws, regulations, policies, and procedures.
  • Conduct research, compile findings, and present recommendations to support program improvements and policy development.
  • Provide quality control, identify process improvements, and develop or maintain administrative procedures.
  • In the event of an emergency, report to work outside of normal working hours, including evenings, nights, weekends, and holidays.
  • Travel extensively with little advance notice to support emergency operations, potentially relocating to emergency sites for weeks to months.

Qualifications

  • Ability to research, analyze, interpret, and apply federal and state laws, regulations, policies, and procedures.
  • Strong analytical and critical thinking skills with the ability to identify issues, evaluate alternatives, and make sound recommendations.
  • Experience gathering, organizing, validating, and analyzing quantitative and qualitative data to support program operations and management decision-making.
  • Strong verbal communication and interpersonal skills, with the ability to effectively communicate with internal and external stakeholders.
  • Experience maintaining electronic records, tracking systems, databases, spreadsheets, and other reporting tools with a high degree of accuracy.
  • Ability to manage multiple assignments, prioritize competing deadlines, and adapt to changing priorities.
  • Demonstrated ability to work independently with minimal supervision while contributing effectively as part of a collaborative team.
  • Experience reviewing documents for completeness, accuracy, and compliance with applicable laws, regulations, policies, and procedures.
  • Proficiency in Microsoft Office Suite, particularly Excel, Word, Outlook, and PowerPoint, with the ability to learn new software applications and databases.
  • Knowledge of, or experience with, state and federal grant programs, emergency management, disaster recovery, public assistance, or financial assistance programs is highly desirable.
  • Demonstrated professionalism, sound judgment, discretion, and commitment to providing high-quality customer service to internal and external partners.

Working Conditions

This position is located in the Financial Processing Unit in Mather, CA, and is eligible for a hybrid work schedule. Employees may be required to work additional in-office days based on business needs. In the event of an emergency, employees may be contacted outside of normal working hours (evenings, nights, weekends, and holidays) and may be required to report to work, travel extensively, or relocate to emergency sites with little advance notice.
