Analyst, Financial Systems II (Budget Analyst)
About the role
The Analyst, Financial Systems II (Budget Analyst) supports the US Army Combat Capabilities Development Command (DEVCOM); Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance (C5ISR) Center; Engineering and Systems Integration (ESI) Directorate. Key responsibilities include performing budget functions, managing budget execution, leading the creation of execution documents, and providing financial and budget analysis.
Responsibilities
- Formulate, justify, and execute budgets for organizations, programs, or projects
- Manage budget and funding execution across multiple financial systems (GFEBS, LMP, DTS, CCaRS)
- Proactively identify and resolve potential budgetary issues
- Create and coordinate execution documents ensuring compliance with FMR
- Leverage advanced statistical analysis to optimize budget data accuracy
- Prepare cost estimates, track expenditures, and coordinate with other Government organizations
- Develop and provide background data, information, and documentation for reference and evidence
- Coordinate, analyze, and forecast financial and budget data with the Government budget/financial planning team
- Support technology transfer programs, including Cooperative Research and Development Agreements
Requirements
- AS/AA or 2 yr Tech School, minimum 3 years experience; or HS/GED w/ 10 years or military experience E4 and up
- A deep understanding of financial regulations, ability to manage audits, and capacity to resolve significant budgetary discrepancies
- Knowledge and skill in applying related laws, regulations, policies, precedents, methods, and techniques of budgeting

- Salary range: $75,000 - $92,000
