About the Division
The Infrastructure Division manages the life cycle of infrastructure assets at Houston Airports (HAS) and ensures the on-time delivery of capital renewal projects. It supports the five-star service and safe, secure, and efficient operation of the three HAS airports through effective asset management, project controls, design management, project management, construction management, and commissioning.
The Design Management business unit establishes, maintains, and enforces HAS design standards and acts as a resource for architectural and engineering projects, including demolitions, renovations, and new construction, to maintain airport building assets in optimal conditions.
About the Role
The Supervising Engineer ensures contract compliance for HAS and the Assistant Director, Design Management. This position focuses on reviewing and managing Civil Engineering design and construction, serving as the subject matter expert in Civil Engineering reviews and infrastructure asset assessments. While the primary focus is civil construction, this role also assists in managing all design activities for airfield, terminals, and landside facilities and infrastructure. Candidates must be able to obtain all required security badge access, including CBP access, within 6 months of hire.
Responsibilities
- Supervises construction, rehabilitation, or repair of infrastructure including civil, structural, mechanical, and electrical.
- Plans, directs, and coordinates preparation of engineering documents, production specifications and schedules, and contract modifications to ensure contract requirements and objectives are met.
- Oversees the design of terminal, airfield, and landside infrastructure.
- Participates during the design of terminal, airfield, and landside infrastructure and ensures construction compliance to contract documents.
- Confirms and monitors project budget.
- Manages payment application process throughout the project design and construction phases.
- Reports to the project Controls team on project progress.
- Recommends plan and schedule changes when necessary.
- Negotiates contract modifications.
- Oversees management of various supporting contracts, including QA/QC testing, QAMT, survey, and commissioning.
- Works with the Controls team to build schedules based on project specifications.
- Reviews and approves project schedules.
Working Conditions
The position is physically comfortable with discretion over walking and standing. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The role may involve modestly unpleasant situations, such as exposure to office chemicals or extensive use of a video display terminal. Requires coordinated gross motor movements in response to external stimuli or simple eye/hand movements within low tolerance demands.
Requirements
- Graduation from an approved engineering curriculum by the State Board of Registration for Professional Engineers with satisfactory standing; or graduation from an engineering or related science curriculum at a recognized institution of higher education (other than a curriculum approved by the Board) and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
- Six years of active engineering practice after graduation from an approved curriculum, with at least one year as a licensed Professional Engineer.
- Registration as a Professional Engineer in the State of Texas (a specific branch, such as civil, mechanical, or structural, may be required).
- A valid Texas driver's license and compliance with the City of Houston's driving policy.
Preferences
- Structural Engineering experience to supplement Civil Engineering discipline.
- Preference given to eligible veteran applicants who possess the necessary qualifications for the position.
Pay
Pay Grade 29. Factors used in determining the salary include the candidate's qualifications and the pay rates of other employees in this classification.
