About the role

As the Airport Engineering Division Manager, you will direct a team of skilled professionals in engineering projects of the Airports Authority’s facilities. This role is part of the Airport Engineering Division of the Engineering and Facility Services Department at Ronald Reagan Washington National Airport (DCA).

Responsibilities

  • Establishes division goals and communicates them to others within the division.
  • Develops division policies and procedures as well as short- and long-term plans and milestones.
  • Advises on technical and trade aspects of work in the profession(s) managed.
  • Keeps up-to-date on changes in technology and equipment.
  • Establishes or refines work review and control systems.
  • Reviews work plans, programs, and operations regarding productivity, cost, effectiveness, customer service, and quality.
  • Plans, requests, and administers budget, procurement, supply, safety, health, record keeping, reporting, and other administrative programs within the division.
  • Manages team and individual work performance; approves ratings of subordinate employees.
  • May provide training for employees.
  • Ensures application of Equal Employment Opportunity (EEO) principles and Human Resources (HR) actions.
  • Serves as Contracting Officer’s Technical Representative (COTR).
  • Prepares or reviews Statements of Work, tracks contractor progress, and certifies invoices for payment.
  • May lead or help lead special Airport teams, such as the Airport Snow Team.

Qualifications

  • Seven years of progressively responsible experience in facilities maintenance and engineering.
  • An Equivalent combination of education and experience may be considered.
  • Two of the seven years of experience include a full performance level in one of the core professions of the division.
  • Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
  • Professional knowledge of architecture and engineering principles and practices, and the ability to apply them to supervise subordinate design management staff, advise management on design issues, and engage in design management activities.
  • Knowledge of generally accepted practices of the building trades, construction industry, contracting and solicitation processes, and ability to apply it to design management issues, monitor work of A/E firms and management consultants, and supervise subordinates.
  • Knowledge of key laws and regulations (e.g., the Americans with Disabilities Act (ADA), building codes), Transportation Security Administration (TSA) requirements, and other requirements, and ability to authoritatively apply them to a full range of design issues faced by the Airports Authority, monitor work of principal and contract A/E consultants, and help link planning and construction activities.
  • Knowledge of construction industry standards and practices (e.g., civil, and structural construction, electrical, plumbing, fire protection, and elevator) sufficient to understand, review, and verify details in construction drawings and specifications, and ensure compliance with applicable building codes.
  • Ability to perform detailed analyses of data and information and make recommendations.
  • Ability to speak and write effectively.
  • Skill in using a computer and Office Suite software.

Education

A Bachelor’s Degree in Architecture, Engineering, or a related field.

Certifications and Licenses

  • A state driver’s license in good standing.
  • Licensed as a Professional Engineer (PE) or a Registered Architect (RA) in any U.S. State or Territory within 180 days from the date of hire, promotion, or placement in the job.

Pay

Compensation Grade: S22, Salary Range: $119,280.00-$172,955.00
